Job Title: Payroll Manager

Location: Dubai, UAE

Employment Type: Full-Time

Key Responsibilities:

  • Oversee the preparation, processing, and reconciliation of semi-monthly, monthly, and/or off-cycle payrolls for a multi-state workforce.
  • Ensure all payroll transactions are processed accurately and timely, including new hires, terminations, leaves of absence, and status changes.
  • Manage the calculation and processing of supplemental pay, commissions, stock vesting, and expatriate payments, if applicable.
  • Oversee the accurate calculation and funding of tax withholdings, garnishments, and other deductions.
  • Serve as the subject matter expert (SME) for all Oracle Fusion HCM Payroll modules.
  • Manage and execute end-to-end payroll processing within Oracle Fusion, including calculations, deductions, bonuses, and off-cycle payments.
  • Configure and maintain payroll elements, schedules, and definitions within the system.
  • Troubleshoot and resolve system issues, collaborating with IT, Oracle Support, and functional partners as needed.
  • Identify and lead initiatives to optimize and automate payroll processes using Oracle Fusion's capabilities.
  • Ensure full compliance with federal, state, and local payroll, wage, and hour laws and tax regulations.
  • Manage all quarterly and year-end reporting, including W-2s and 1099s.
  • Lead internal and external payroll audits, providing necessary documentation and reports.
  • Stay abreast of changes in legislation and implement necessary system and process changes.
  • Lead, mentor, and develop a team of payroll specialists.
  • Partner closely with HR, Finance, and Accounting teams to ensure data integrity and seamless processes between HRIS, timekeeping, and general ledger systems.
  • Reconcile payroll general ledger accounts and manage the payroll accounting interface.
  • Develop and document payroll policies and procedures to strengthen internal controls.

Requirements:

  • Master's degree in Accounting, Finance, Human Resources, or a related field.
  • Minimum of 15+ years of progressive experience in payroll management in contracting industries
  • Minimum of 3+ years of hands-on experience processing payroll in Oracle Fusion HCM as payroll manager is required .
