This position is located in the Payroll Division of the Finance Department. This position will have at least 2,000 employees assigned to them. Knowledge of processing Pre/Post Payroll Adjustments and Court Mandated orders is required.
If selected for an interview an Excel Skills Testing will be required.
Processes and prepares employee paychecks for distribution: reviews/enters hours, disability time, salary information, payroll deductions, and other data; processes new employee documentation, changes in pay or status, terminations, or other actions; completes calculations; completes special payments, contributions and withholdings; generates paychecks and direct deposit stubs; verifies accuracy of register against system data; makes corrections as needed; and coordinates pick up with department payroll representative.
Processes mandatory payroll deductions: receives court mandated orders and other documentation to process child support, tax levy, bankruptcy, student loans, and other garnishments: creates, maintains, and reconciles deduction files and spreadsheets; processes payments to vendors; prepares and delivers garnishment answers to Magistrate and/or State Courts; and provides information regarding mandatory payroll deduction, payment history reports, etc. to employees as requested.
Assists departments in determining best approach to payroll transactions; interacts with department representatives to establish, modify and/or correct errors in manual and automated payroll/personnel systems and/or the interpretation of documents governing payroll issues; conducts detailed investigations; interprets information and data; makes recommendations to resolve complex problems, issues and unusual circumstances.
Performs personnel duties: Researches payroll database and other material as necessary to resolve discrepancies or answer inquiries pertaining to payroll; communicates with other departments to educate staff on payroll policies and procedures; distributes employee communication materials with paychecks/stubs as required; and provides recommendations for resolution to assist management and supervisors with technical and administrative issues.
Maintains computerized payroll database: ensures the security, integrity, and confidentiality of employee payroll records in accordance with County policies and state and federal regulations; updates database with information from time sheets, legal documents, etc.; and verifies changes in salary as reported in payroll audit reports.
Performs other related duties as assigned.
Minimum Qualifications
Bachelor's degree in Accounting, Finance or related field required; supplemented by one year of experience in payroll processing or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this job.
Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements
Some tasks require the ability to communicate orally.
Environmental Factors
Essential functions are regularly performed without exposure to adverse environmental conditions.
