POSITION: Payroll/Human Resources Manager

LOCATION: Milan Area Schools – District Office

QUALIFICATIONS:

  • Preferred Bachelor’s Degree in Accounting or related field
  • Holds MSBO Payroll Specialist certification or be willing to pursue the certification
  • Experience with all aspects of public school district computerized payroll account systems, payroll processing, benefits, and retirement reporting
  • Experience with human resources
  • Knowledge of laws and regulations surrounding payroll and human resources
  • Experience with accounts payable and accounts receivable
  • Strong Microsoft Office skills, especially Excel and Word
  • Consistent skills exhibiting professional demeanor and maintaining the highest level of confidentiality
  • Must be accurate, efficient, and detail oriented, and have the ability to work in a fast-paced environment and multi-task, while meeting required deadlines


RESPONSIBILITIES:

  • Perform all aspects of processing payroll from start to finish. Review and audit timesheets and payroll records to ensure compliance with District policies, labor agreements, and federal and state laws. Process and balance payroll and prepare and submit tax and retirement reports.
  • Maintain documents related to payroll processing, time entry, and benefits.
  • Reconcile payroll accounts and create journal entries as necessary.
  • Process all forms related to W-2s, 1095cs, direct deposits, garnishments, levies, and child support.
  • Process retirement and tax reports and payments including all quarterly and annual filing requirements.
  • Responsible for distribution of monies to annuity companies, voluntary insurance, retirement, garnishments, and any other payroll deductions.
  • Set up employee compensation and benefits per bargaining unit or employee contracts.
  • Responsible for Michigan Public Schools Employee Retirement System (MPSERS) reporting, including new and terminated employee forms and TDP forms via payroll electronic reporting.
  • Load staff salaries and hourly rates annually; update spread sheet; calculate and load staff sick, personal and vacation leave days annually.
  • Calculate and coordinate vacation/sick pay out for eligible staff upon termination/retirement.
  • Prepare confidential personnel and employee benefit; worker’s compensation; disability; FMLA and medical files; prepare and file life insurance claims and physician statements, worker’s compensation claims earning statements.
  • Coordinate open enrollment and notify insurance carriers of changes.
  • Handle all employee benefits including orienting employees, enrolling, changes and terminating per all unit contracts including health, dental, vision, 403b/457, life, long-term disability, etc.
  • Affordable Health Care Act Tracking and Implementation.
  • Perform human resource functions connected with contracts and employment laws.
  • Process all address and name changes in the financial software and notify insurance carriers.
  • Administer and track FMLA for all staff, including maintenance of fiscal year list of disabilities; FMLA usage and renewal; schedule Independent Medical Exams, if necessary; request, track and secure updated medical documentation; update administration and supervisors on status of employee disability; initiate FMLA paperwork to staff who are absent.
  • Communicating with employees to explain and review payroll information in a confidential and professional manner
  • Cross train in Accounts Payable/Accounts Receivable and related functions for back-up purposes.
  • Work with the district’s third party administrator for COBRA coverage.
  • Work with the district’s third party administrator for unemployment claims, filing all necessary reports.
  • Meet with all new hires and all newly benefit eligible staff to explain the employee’s benefit package. Work with employees to explain and review payroll information in a confidential and professional manner.
  • Assigned tasks for annual school district, Office of Retirement Services and workers compensation audits.
  • Work with supervisor on Medicaid reports.
  • Other duties as assigned


REPORT TO:
Finance Director

SALARY: $55,000 - $65,000
