People Consultant/HR Generalist for the Middle East - Bristol Myers Squibb

The role is the primary point of contact for People Managers in the Middle East region, supporting the workforce as part of the People function. The role collaborates with local HR leads to build teams that drive business priorities, strengthen BMS culture, support engagement and business continuity, and deliver against our People Strategy.
Key Responsibilities and Major Duties
- Be a trusted advisor to managers with guidance and support for complex workforce management and HR policy advice.
- Proactively plan and implement strategies to upskill new People Managers and provide support to experienced Managers navigating HR processes.
- Exercise sound judgement to determine appropriate resolutions.
- Ensure workforce and leaders understand People processes.
- Partner with business groups to enable One BMS culture across sites and functions.
- Coordinate end-to-end delivery of global priorities and lifecycle processes, working with the People Services (PS) team and driving improvements to the customer experience.
- Collaborate with HRBP and global COE to rollout global programs and ensure smooth transitions.
- Monitor compliance with all applicable BMS policies and seek appropriate counsel when needed.
- Maintain awareness of employment legislation to keep processes and policies compliant, coordinating with COE and PS as required.
- Research and solve issues with a regional HR perspective, working closely with PS, HRBP and COE.
- Collaborate with HRBP to share ideas and drive improvements in key HR processes across the region.
- May lead or participate in site-specific or regional/global People-related projects as required.
HR Operations and Vendor Coordination
- Manage and coordinate HR-related government documentation across processes.
- Coordinate HR Operations including International Mobility, housing, allowances and other benefits.
- Assist with housing, schooling, and home leave allowances and required documentation.
- Ensure compliance and updates to government portals and internal HR systems.
- Administer benefit plan eligibility, enrollments, changes, and terminations.
- Process items in local or dual language documents as required.
- Renew portals and certificates (e.g., Mudad, Muqeem, QIWA, Chamber of Commerce, Seha) as needed.
- Address operational benefit program questions from employees, HR, and vendors.
Requirements
- HR Degree or Equivalent Qualification
- Minimum 6 years HR experience, preferably in an international matrixed environment within the Middle East
- Experience as a junior HR business partner or HR Generalist with leadership skills and experience working with multi-functional teams
- Strong HR Operational activity management
- Proven ability to influence senior management decisions
- Business and analytical acumen with problem solving and diagnostic skills
- Data literacy and ability to frame insights from complex data
- Proven track record in developing employees and managers
- Ability to adapt across cultures, environments, and matrix partners
- Experience in a matrix, cross-functional, and team environment
- Strong communication and change management skills to influence new ways of working
- Analytical abilities, root cause analysis, and ability to manage multiple priorities
- Ability to network with stakeholders (employees, HR partners, management, etc.)
- Experience coordinating and supporting projects
- Proficiency in Arabic and English (written and spoken) with clear presentations
