Senior PeopleSoft FSCM Functional Analyst – Billing (HHS/HHSC Environment)

Role Overview

We are seeking a highly experienced Senior PeopleSoft FSCM Functional Analyst with 8+ years of full-cycle implementation experience, specializing in PeopleSoft FSCM 9.2 Billing.

The ideal candidate must have hands-on expertise implementing Billing with a strong understanding of the integration flow between Customer Contracts and Accounts Receivable modules. This role requires leadership in requirements gathering, fit-gap analysis, system configuration, and end-to-end integration testing, including converted data validation and third-party interface testing.

The selected consultant will work closely with cross-functional teams to deliver enhancements, support training efforts, and ensure successful enterprise-level financial system implementations within a large public sector environment. Strong communication skills and the ability to operate independently are essential.

Key Responsibilities

• Lead requirements gathering sessions and conduct detailed fit-gap analysis

• Configure and implement PeopleSoft FSCM 9.2 Billing solutions

• Support full-cycle implementation efforts

• Execute end-to-end business process testing

• Validate converted data and third-party interface integrations

• Perform hands-on system integration and external interface testing

• Document functional specifications and system design requirements

• Support user training and knowledge transfer activities

• Collaborate with large cross-functional teams in an enterprise environment

• Conduct cost/benefit analysis and evaluate system enhancement alternatives

• Review system capabilities and recommend feasible solutions within platform constraints

• Participate in off-hours support when required during critical project phases

Required Skills & Qualifications

• 8+ years of experience as a Functional Business Analyst on PeopleSoft FSCM implementation projects

• 8+ years of hands-on experience with PeopleSoft FSCM 9.2 Billing

• Strong understanding of module flow between Customer Contracts and Accounts Receivable

• 8+ years of experience performing end-to-end system integration and external interface testing

• 4+ years of experience with Microsoft O365 applications (Word, Excel, PowerPoint, Visio)

• 2+ years of experience using MS Teams and collaborating within large team channels

• Proven ability to independently manage complex implementation tasks

• Strong written and verbal communication skills

Preferred Qualifications (Plusses)

• Experience working with a Health & Human Services (HHS) agency

• Experience supporting public sector financial systems (Federal, State, or Local Government)

• Experience with Comptroller of Public Accounts (CPA) CAPPS Financials

• Experience using Jira

• Experience working within Scrum-based project teams

Job Type: Contract

Pay: $80.00 - $90.00 per hour

Expected hours: 40 per week
