Permitting & Interface Manager

Job Responsibility

a. Comprehensive oversight of project interface management and full-cycle compliance permit approval processes, serving as the primary responsible party for all government approvals and internal/external interface controls to ensure full compliance throughout the project lifecycle, thereby mitigating schedule and cost losses caused by approval delays or interface disputes.

b. Lead the compilation of a comprehensive compliance permit list covering the entire project lifecycle, including but not limited to: construction permits, municipal water/electricity/communication/sewage connection permits, environmental protection/fire safety/occupational health registration permits, nighttime construction permits, special equipment operation permits for lifting machinery, road occupation/extraction permits, and labor quota employment permits. The list shall encompass all relevant government agencies and public institutions such as Saudi Arabia's Ministry of Housing and Urban-Rural Development, Ministry of Municipal Affairs, Ministry of Labor, Environmental Protection Agency, Fire Department, and power/water utilities companies.

c. Responsible for preparing, translating, notarizing, and submitting all approval documents for review. Maintain full coordination with approval windows of various Saudi government departments throughout the process, track approval progress, and coordinate solutions to critical approval bottlenecks. Ensure that all prerequisite permits are completed 100% prior to the commencement of the main project structure construction, in compliance with contractual and client requirements. Implement closed-loop management for permit renewals and modifications throughout the process.

d. Lead the coordination of internal and external interfaces throughout the project lifecycle, including: project interfaces with the owner, supervisor, and design firm; construction and accountability boundaries between specialized subcontractors and suppliers; and interface alignment with neighboring property owners and municipal authorities. Compile an interface mapping manual to define clear rights and responsibilities.

e. Organize interface negotiations and briefing sessions, complete the quadrilateral signing of all interface division documents, monitor the implementation progress throughout the process, coordinate and resolve disputes arising from overlapping interfaces or ambiguous responsibilities, and ensure seamless coordination of construction procedures.

f. Collaborate with the business department to complete interface modifications, organize claim-related documentation, and secure evidence to mitigate cost losses caused by interface disputes.

Job requirements

a. At least 3 years of full-cycle work experience in equivalent positions for Saudi construction projects, with complete participation in at least one Saudi project from initial approval to final completion registration.

b. Proficient in comprehensive laws, regulations, and approval procedures covering all sectors of Saudi Arabia's housing and urban-rural development, municipal administration, labor affairs, environmental protection, and fire safety. Familiar with approval windows and operational rules of various government departments in Saudi Arabia, with established and stable channels and resources for government engagement.

c. Proficient in FIDIC construction contract clauses, with extensive experience in internal/external interface division, negotiation, and dispute resolution. Demonstrates exceptional communication coordination skills, project milestone management capabilities, and risk anticipation expertise.

On-duty node

The winning bidder shall commence on-site within 7 days after awarding the contract. Construction permits and other critical pre-approval procedures shall be initiated immediately upon winning to ensure that regulatory approvals do not delay project preparation or commencement timelines.
