Job Responsibility:
1. Comprehensive Contract Performance and Overall Management: Responsible for overall contract performance, operational objectives, and compliance control throughout the entire project lifecycle; comprehensively coordinate all aspects of project work, including production, technology, quality, safety, business, personnel preparation, logistical support, and compliance management, ensuring the project complies with contract terms, owner requirements, and local Saudi laws and regulations.
2. External Core Liaison and Resource Coordination: Lead liaison with senior management of the owner, supervisor, and design units, coordinating core matters such as contract performance, major changes, progress payment collection, and claims negotiation; maintain communication channels with Saudi Arabia's Ministry of Housing and Urban-Rural Development, Ministry of Labor, and Ministry of Municipal Affairs; coordinate internal and external core resources to create a favorable external environment for project performance.
3. Full-Process Production Control: Lead the implementation of the entire project preparation and execution process, supervising all aspects of the project from winning the bid to the commencement of main construction, including technical preparation, resource preparation, on-site temporary construction, and compliance procedures, ensuring all production elements are ready and approvals are closed before commencement, guaranteeing the achievement of project schedule targets.
4. Compliance and Risk Management Throughout the Project Lifecycle: Comprehensively manage compliance risks in Saudi Arabia, establish a full-process risk management system, lead the development of prevention and mitigation plans, and prevent major compliance risks and incidents.
5. Operations and Cost Control: Coordinate business management, cost control, and cash flow management throughout the project lifecycle; approve large-scale procurement, fund usage, and subcontracting settlements; lead the application for project progress payments, design changes, site approvals, and claims for time and expenses to ensure project operational goals are achieved; strictly control non-productive expenditures, optimize costs in local procurement and cross-border logistics, and improve project profitability.
6. Team and Localization Management: Take full responsibility for the construction, evaluation, and management of the foreign and domestic management and operational teams within the project; clearly define the responsibilities and boundaries of each department and position; coordinate cross-departmental collaboration; properly handle labor disputes between Chinese and foreign workers, and build a compliant, efficient, and stable project team.
7. Emergency and Incident Handling: Lead the establishment of the project's emergency management system and approve various special emergency plans; assume overall responsibility for major safety accidents, quality accidents, compliance emergencies, labor disputes, and public security incidents; initiate emergency response immediately; coordinate with local governments, embassies, chambers of commerce, and other institutions to properly handle the situation and minimize project losses and negative impacts.
Job Requirements
1. PMP certification.
2. Over 15 years of experience in the full lifecycle management of large-scale construction projects, with at least 10 years of experience as a project manager in the same position in the Saudi market; having fully experienced the entire process of at least two Saudi housing construction projects from initial preparation, commencement of construction, completion, and final settlement, with no major safety or quality accidents or poor performance records.
3. Proficient in Saudi SBC building codes; familiar with the approval processes and rules of various Saudi government departments; proficient in FIDIC construction contract terms; possessing rich practical experience in owner-supervisor liaison, major change orders and claims, and cost control; preference will be given to candidates with mature Saudi government and enterprise resources and local supply chain resources.
4. Proficient in English and Arabic, capable of seamlessly conducting high-level business negotiations, technical coordination, contract negotiations, and government communication.
5. Possesses exceptional coordination and management skills; demonstrates keen risk assessment, problem-solving, and emergency response capabilities.
