The Person in Charge (PIC) / Supervisor is responsible for overseeing and controlling site activities within assigned work zones of the metro rail project. The role ensures safe execution of works in compliance with project specifications, safety standards, and rail operational procedures.
In projects such as Qatar Rail’s metro network, the PIC plays a critical role in coordinating contractors, managing safety within live rail environments, and ensuring adherence to railway operational protocols.
Key Responsibilities
1. Site Supervision & Control
Supervise day-to-day construction, installation, testing, and commissioning activities.
Ensure work is performed according to approved method statements and drawings.
Monitor contractor performance and productivity.
Maintain strict control over work zones and track access areas.
2. Safety & Compliance
Act as the authorized Person in Charge for work permits and rail access.
Ensure compliance with railway safety rules and procedures.
Conduct toolbox talks and safety briefings.
Coordinate isolation/energization of systems where required.
Ensure all works comply with Qatar Construction Standards and rail safety requirements.
3. Coordination & Communication
Coordinate with:
Construction teams
Signaling, telecom, and MEP teams
Rail operations control center
HSE department
Attend daily coordination and progress meetings.
Report site issues, risks, and delays to management.
4. Documentation & Reporting
Maintain daily site logs and reports.
Review and verify work permits and risk assessments.
Ensure documentation is properly filed and updated.
Support audits and inspections.
5. Emergency Response
Act as the responsible person during incidents within assigned work areas.
Implement emergency procedures if required.
Coordinate with emergency response teams.
Qualifications
Diploma or Bachelor’s Degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, or related field.
Rail safety certification (preferred).
Valid safety training certifications (e.g., NEBOSH or equivalent).
Experience Requirements
5–10 years of experience in rail/metro infrastructure projects.
Experience in live railway environments is highly preferred.
Familiarity with metro systems similar to Doha Metro.
Strong understanding of rail possession management and worksite protection.

Excellent knowledge of railway safety systems
Risk assessment and hazard control expertise
Ability to work under pressure in a live operational rail environment
Strong communication and coordination skills
Problem-solving and decision-making ability
