This position is located at MCAS YUMA, AZ. Candidates selected for this position will serve as a PERSONAL & PROFESSIONAL READINESS PROGRAM MANAGER.
Major Duties
SUMMARY OF DUTIES: Serves as the Program Manager of the installation Personal and Professional Readiness Branch/Program; Marine and Family Programs, Marine Corps Community Services that includes oversight and management of: operation of facilities; programming and related services; supervision of financial, personnel and property resources; planning, implementation of services and execution of associated initiatives. Independently oversees day-to-day operation of the program that encompasses: mission, function, operation, activity, laws, rules and regulations authorized and funded by the agency. Monitors project activities to mitigate risks and maximize resources that can have affects on operations and groups of people.
Uses expertise in education and personal and professional development support services to provide oversight of and monitor: transition support services, educational programming, and transition support resources. Provides guidance on: transition assistance support and training, lifelong learning programming and services, libraries, personal financial management training and counseling, Montgomery GI Bill (MGIB) program and resources, relocation assistance, family member education and assistance, information and referral services and training Marine Corps Family Team Building, and Volunteer Management Program goals.
Management
Serves as the Program Manager to independently oversee day-to-day operation of the ongoing Personal and Professional Development program at the installation. Determines appropriate products or services for customers and defines program scope, requirements and deliverables. Develops, modifies or provides input to project plans. Implements program plans to meet objectives. Coordinates and integrates project activities. Manages or leads management of project resources. Implements or maintains quality assurance processes. Solves problems, takes prompt corrective action when problems arise and makes improvements to programs. Conducts presentations or briefings on all aspects of the Personal and Professional Development program as required. Participates in phased, milestone and final program reviews. Develops and implements program marketing plans.
Assesses program operations. Monitors progress toward organizational goals. Evaluates and makes adjustments to improve the program. Identifies problems, determines accuracy and relevance of information and uses sound judgment to generate and evaluate alternatives. Stays abreast of current methods, metrics, tools and techniques related to the specialty area or program to implement up to date best practices. Organizes work, sets priorities and determines resources requirements. Determines short and long term goals and strategies to achieve priorities. Coordinates with other programs or work areas to accomplish goals. Monitors progress and evaluates outcomes of operations, activities and events.
Develops minimum standards to govern the local program, policy, procedures and resources. Directly addresses matters involving: difficult technical problems, application of new or questionable techniques and methods, and decisions that require further clarification with the higher level supervisor. Explains regulatory requirements relevant to problem situations.
Reviews proposed changes to program plans and project proposals to ensure statutory and regulatory requirements are met and changes do not include provisions contrary to policy and local practices. Identifies provisions not consistent with requirements and recommends action to correct inadequacies.
Maintains extensive contact with Program Managers from other commands and other work areas in the organization to collaborate on sharing resources and achieving goals. All duties are carried out under supervision of the Camp Pendleton Personal and Professional Branch Head and in coordination with the Camp Pendleton Family Readiness Branch Head. May maintain contact with managers from related agencies in the local community to: resolve problems, negotiate agreements, advise on and render technical assistance in: utilizing facilities and staff, redirecting programs to provide efficient and effective service, developing new or revised curricula and programs for staff development and developing and installing reporting systems. Serves as the Accounting Officer (AO) and is responsible for all purchasing requirements for PPR.
Supervision
Supervises employees to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take appropriate action.
Budgeting
Formulates, administers and monitors the operating budget for the program area in coordination with Camp Pendleton staff.. Establishes proactive controls to ensure budgetary objectives are met. Takes corrective action when budget variances occur. Computes financial data and statistics to prepare reports and forecast budgets for execution, and short and long range plans. Analyzes profit and loss statements to identify discrepancies, needs, opportunities and efficiencies to operate more effectively. Compares current and historical data to determine trends and anticipate future requirements.
Safety
Develops and ensures implementation of a safety program for the program area in accordance with Base Safety. Conducts safety meetings. Advises employees of safety regulations, instructions, materials and use of equipment when applicable. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees and compliance with OSHA standards is observed. Takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with Return-To-Work program initiatives, and following up on employee well being.
Customer service/EEO/Sexual Harassment
Provides World Class Customer Service with an emphasis on professionalism and courtesy. Assists internal and external customers and communicates positively in a professional manner. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher level supervisor or proper point of contact for help when problems arise. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.
This is a white-collar position where occasional lifting up to 20 lbs may be required.
Qualifications
MINIMUM QUALIFICATIONS: Bachelor¿s degree in personal and professional development, education or a related field appropriate to the work of the position and three years of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Experience that demonstrates skill to serve as a Program Manager to independently oversee day-to-day operation of a personal and professional development program that encompasses: mission, function, operation, activity, laws, rules and regulations authorized and funded by the agency; review and approval or disapproval of program plans and materials; analysis of proposals or provisions in terms of impact on program resource requirements; implementation of operating procedures and standards to incorporate provisions that affect operating activities and requirements and review of the administration and operation of the program. Skill to supervise employees in the accomplishment of work. Expertise in transition assistance support and training, lifelong learning programming and services, libraries, personal financial management training and counseling, Montgomery GI Bill (MGIB) program and resources, relocation assistance, family member education and assistance and information and referral services.
Must be able to accommodate a flexible work schedule to include weekend and nighttime family briefs/programs. Must be able to travel to support PPR functions.
This position requires the incumbent to have a valid, state-issued driver¿s license. Must be able obtain and maintain a Secret Clearance.
