Description of Work
Salary Range: $ 37,782 - $ 66,120Knowledge Skills and Abilities/Management Preferences
As an Administrative Specialist I at Pamlico, you’ll provide essential HR and administrative support across a complex institutional environment. This position reports directly to the Administrative Specialist II and will serve as backup to the Administrative Associate II, providing administrative support by performing Human Resources duties to include, but not limited to, the following:
Leave & Time Administration- Initiate, track, and manage Leaves of Absence (LOA), Family Medical Leave (FML), and retirements/separations. Administer worker’s comp claims: complete logs, summaries, and follow-up documentation. Enter, audit, and correct employee time using FIORI/BEACON payroll system; address discrepancies and guide staff on leave/time policies.
Recruitment & Onboarding: Coordinate with hiring managers: schedule interviews, prepare employment packets, conduct criminal background checks (DCI Certification required must be obtained within 6 months of hire), and help with salary administration. Facilitate new hire orientation, benefit enrollment, and communicate policy details to applicants and current employees.
Employee Communications: Serve as a knowledgeable resource on time, leave, benefits, and separation/retirement processes. Assist employees through processes with discretion and clarity.
Documentation & Compliance: Maintain confidential paper and electronic HR records, logs, and reports. Ensure compliance with ACA standards and DPS protocols. Prepare periodic reports related to leave utilization, compensation, and recruitment metrics.
Independent Workflow: After training, perform all duties with minimal supervision, prioritizing tasks to meet institutional needs with e xcellent communication able to distill policy information and guide employees and applicants of diverse backgrounds. Detail-oriented with strong analytical and organizational skills under time-sensitive conditions. Able to process confidential employee records and maintain compliance with regulations and institutional policies.

Knowledge, Skills and Abilities (KSAs) / Certification or License Requirements / Physical Requirements:
Documented experience of personnel management.
Documented knowledge of the computer software Microsoft Office.
Documented knowledge of Integrated Payroll System (FIORI)
High school diploma or General Educational Development (GED) diploma and two years of related administrative experience; or equivalent combination of education and experience.
