Position Overview
This position serves as a Personnel Transactions Manager for assigned areas of the Department of Corrections. The individual will serve as an expert on personnel movements. The person will work closely with the agency staff in Labor Relations, Union Representatives, Executive and Management staff, and Central Management Services and shall create a sound, professional working relationship with the same. The position works in a strong team environment alongside other Human Resources Managers. We are looking for an energetic candidate looking to be an integral part of the Human Resources team. Essential Functions
  • Serves as a Personnel Transactions Manager for assigned areas.
  • Serves as liaison and personnel transactions expert to personnel field staff.
  • Serves a full line supervisor.
  • Performs position reviews/studies.
  • Provides technical expertise on personnel transactions issues by contacting management to provide expertise and preparing necessary correspondence to affected employees.
  • Monitors, receives and provides appropriate cross-training for human resources processes, procedures and policies.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, with courses in public or business administration, or similar relevant coursework.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience managing a human resources office.
Preferred Qualifications
  • Prefers at least five (5) years of experience managing a human resources office.
  • Prefers at least three (3) years of supervisory experience.
  • Prefers a bachelor’s degree or higher in Human Resources or similar degree.
  • Prefers at least two (2) years of experience developing and establishing human resources policies and procedures.
  • Prefers at least one (1) year of working experience determining salaries for newly hired employees.
  • Prefers at least one (1) year of working experience interpreting bargaining unit contracts.
  • Prefers at least two (2) years of working experience developing reports utilizing a spreadsheet or word processing software.
  • Prefers experience multi-tasking and meeting multiple deadlines simultaneously.
  • Prefers excellent written and oral communication skills.
Conditions of Employment
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability to pass the IDOC/IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
  • Required to utilize digital technology, tools, platforms, and processes in managing and supporting various digital enhancements for greater efficiency, productivity, and digital transformation efforts within the department.
