Scope of Position
This role will provide direct supervision of the Case Managers, Project Specialists, and Workforce Development Specialists in the System-Wide Services Team. The Manager will receive directives on any newly designated special projects and initiatives through Philadelphia Works. The Manager is responsible for collaborating with funders, stakeholders, and customers to understand the vision and objectives of each project. The Manager will help logistically coordinate all assigned projects using project management tools and methods, to ensure that all reporting and summaries are readily available. This position requires travel and non-traditional hours as projects demand. The candidate must be flexible and able to work under pressure. They should also be comfortable managing last-minute changes.
Essential Functions
Represent the PA CareerLink® in planning designated cohorts and projects to support city initiatives; assist with start-up and recruitment planning as assigned
Liaise with funder, employer, and other partner stakeholders to identify and define project scopes, objectives, and ensure that clients’ needs are met as the project evolves
Assign each project to a Project Specialist and support the creation of a project management tracking tool that maps out project overview and scope, objectives and goals, project requirements, timeline, stakeholders, action items, deliverables, resources, and data to be reported out on
Responsible for data tracking of every service provided and utilization of the state system of record, CWDS, as well as the team-wide reporting platform. Data capture is a daily responsibility.
Develop project plans that align with the scope and expectations of the project to help monitor project progress
Monitor project progress and proactively address any changes in the project plan
Ensure all projects are enrolled in the Labor Exchange and/or WIOA program if required
Collaborate with the Performance Data Manager to ensure data accuracy of each project
Conduct monthly file audits to PIRL guidelines found in CWDS to ensure files are compliant with the programming assigned
Serve as a backup and support to each Project Specialist and their roles
Responsible for maintaining the project management tool and data to be reported within that tool
Report any constraints encountered during the project implementation
Collaborate with the OJT Coordinator on case management for On-the-job training caseloads
Organizing, attending, and participating in stakeholder meetings
Responsible for summarizing data into cumulative reporting on total impact, as well as offering reports and summaries for each project
Implement project management skills, tools, and methods in all aspects of work
When appropriate, investigate the feasibility of proposed programs; explore interests, options, success of similar programs, applicable regulations; report findings and make recommendations to the System-Wide Director
Demonstrate a fluid approach to work and actively be part of continuous improvement
Complete leadership tasks such as interviews, performance reviews, and feedback sessions
Conduct weekly check-ins and plan reviews with Case Managers, Project Specialists, and Workforce Development Specialists
Submit monthly reports to the System-Wide director on all projects
