Job Description:
Job Duties: Receive, review, and investigate complaints submitted under the Nebraska One‑Call Act. Conduct interviews, collect documentation, and evaluate compliance by excavators and facility operators. Prepare clear, accurate investigative reports and case files for referral to the Underground Excavation Safety Committee. Maintain timely communication with complainants, operators, excavators, and other stakeholders. Ensure all investigations meet statutory deadlines and follow established procedures. Provide education and guidance to promote safe excavation practices and reduce utility‑strike risks. Maintain records, documentation, and data related to investigations and enforcement actions. Support agency efforts to strengthen statewide damage‑prevention and public‑safety initiatives. Other duties as assigned and within the scope of the classification.
Requirements / Qualifications
Minimum Qualifications: Training or experience in fire service, fire science, building construction, code enforcement, regulation enforcement, engineering or architecture AND a valid driver’s license or the ability to provide independent authorized transportation. Some positions in this class may require law enforcement certification.
Legal Requirements: For positions that require law enforcement certification, applicants must meet the following requirements (set forth in state statute 81-1410 and Title 79, Chapter 8 of the Commission on Law Enforcement and Criminal Justice Rules and Regulations) for admission to the Nebraska Law Enforcement Training Academy:
• be fingerprinted to permit search for and disclosure of any criminal record; • possess valid motor vehicle operator or chauffer license; Page 2 of 7
Preferred Qualifications: Knowledge of the Nebraska One Call Act; Understanding underground utilities systems; skill in conducting investigations
Other: This position requires travel. As such, the incumbent must be able to present a valid driver’s license and have a clean driving record. Regular and reliable attendance required. Initial training will be some office work but majority will be in the field with Deputies on One Call complaints investigations and hands on learning the One Call Act statutes and regulations.
Knowledge, Skills, & Abilities:
Ability to read and apply statues rules and regulations, Strong written and verbal communication skills. Ability to mange multiple investigations. Ability to work independently.
