The
Department of Transportation Services,
Transportation Performance & Development Division is seeking a
Planner V (Transportation Planning- Systems) in Honolulu. In this key role, you will lead professional planning efforts for the City’s on-street parking and island wide curbside management programs, including carshare, rideshare, emerging mobility services, restricted parking zones, and transportation demand management initiatives that keep Honolulu moving safely and efficiently.
What You Will Do:-
Lead planning and policy development for on-street parking, curbside management, and transportation demand management programs.

Conduct and analyze studies and data related to parking inventory, occupancy, permits, and socio-economic trends.

Develop reports, recommendations, and program plans for rideshare, carshare, restricted parking zones, and emerging mobility services.

Manage funding support and contract oversight, including budgeting, procurement, and performance monitoring.

Respond to inquiries and resolve parking and mobility issues by interpreting and applying relevant laws and regulations.

Perform other related duties as needed.

The position is designated as a Disaster Response Worker whose responsibilities may require night and weekend work during natural disasters, and other emergencies (e.g. when 24-hour staffing of the City's Emergency Operating Center is activated).

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited college or university with specialization in city planning, architecture, engineering, economics, sociology, public administration or a related field.
Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.
For example:
1. Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree.
2. Four (4) years of general work experience (does not need to be professional level experience) in transportation planning may be substituted for a general bachelor's degree.
Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

EXPERIENCE REQUIREMENT:
Two (2) years of
professional work experience in transportation planning and/or engineering projects which shall have involved computer application(s) related to transportation activities.
Must be able to:

Apply the principles, practices, and techniques of transportation planning across various stages.

Utilize socio-economic data sources to support transportation planning efforts.

Translate ideas and recommendations into plans and drawings that comply with laws, regulations, the general plan, and sound social and economic principles.

Collect, analyze, and interpret planning and zoning data to make effective decisions and recommendations.
LICENSE REQUIREMENT:
Possession of an appropriate valid driver's license, as required.
