Qualifications Required:
Bachelor’s degree in Engineering, Construction Management, or related discipline.
Any Technical Certification Required:
PEC Registration
Professional certifications such as PMP, CCP (AACE), RICS, or EVMS training will be considered as an added advantage.
Experience Required:
2–4 years of experience in project cost control and project controls roles.
Demonstrated hands-on experience implementing and reporting Earned Value Management on medium to large-scale projects.
Job Description:
Develop detailed project cost estimates and budgets based on scope, BOQs, contracts, and schedules.
Establish cost breakdown structures (CBS) aligned with WBS and project milestones.
Develop baseline budgets, cost-loaded schedules, and cash flow forecasts.
Bid-stage cost evaluations and financial feasibility analyses..
Track actual costs, commitments, and accruals against approved budgets and baselines.
Monitor cost performance across engineering, procurement, construction, and operations phases.
Identify cost overruns, underruns, and cost risk trends, and recommend corrective actions.
Enforce cost control procedures and financial governance throughout the project.
Establish and maintain a clear comparison between As-Bid, As-Sold, and As-Executed project baselines.
Analyze differences in scope, pricing assumptions, risk provisions, margins, schedules, and commercial terms between bid-stage and contract-awarded (sold) positions.
Identify cost, schedule, and margin impacts arising from post-award scope clarifications, negotiations, and contractual amendments.
Ensure As-Sold budgets and cost baselines are formally approved and aligned with contractual obligations before project execution.
Integrate As-Sold baselines into Earned Value Management (EVM) for performance measurement and forecasting.
Highlight gaps between bid assumptions and actual execution constraints, and recommend mitigation strategies to protect project margins.
Support management in lessons-learned feedback loops for improving future bid accuracy and pricing strategies.
Implement and maintain Earned Value Management systems in line with project controls standards.
Establish and monitor Planned Value (PV), Earned Value (EV), and Actual Cost (AC).
Analyze and report Cost Variance (CV), Schedule Variance (SV), Cost Performance Index (CPI), and Schedule Performance Index (SPI).
Prepare Estimate at Completion (EAC) and Estimate to Complete (ETC) using EVM methodologies.
Monitor Account Receivables (A/R), Account Payables (A/P) and Work in Progress (WIP).
Use EVM metrics to forecast project outcomes and identify early warning signals.
Support project management with recovery plans based on EVM performance indicators.
Prepare periodic cost and schedule forecasts (monthly / quarterly).
Perform variance analysis comparing baseline, actuals, and forecasts.
Develop trend analyses and scenario-based forecasts to support management decisions.
Provide clear explanations of deviations and propose mitigation strategies.
Assess cost and schedule impacts of scope changes, variations, and change orders.
Support preparation, evaluation, and negotiation of variation orders and claims.
Maintain detailed cost records for approved, pending, and disputed changes.
Work closely with project managers, planners, engineers, procurement, and site teams to align cost, schedule, and progress data.
Support procurement cost tracking, contract administration, and vendor performance evaluation.
Lead the project review meetings and provide cost and EVM insights for executive decision-making.
