Job Description:
The Planning and Cost Control Engineer is responsible for developing, maintaining, and monitoring project schedules and budgets to ensure timely and cost-effective completion of construction and infrastructure projects. This role integrates critical path analysis, resource planning, cost tracking, and financial forecasting to support data-driven project decision-making.
Key Responsibilities:
Planning & Scheduling
- Develop detailed baseline project schedules using Primavera P6 and/or Microsoft Project.
- Break down project scope into work packages and activities (WBS development).
- Establish activity sequences, durations, milestones, and critical paths.
- Integrate engineering, procurement, construction, and commissioning phases into master schedules.
Monitoring & Control
- Track actual progress against baseline schedules and analyze variances.
- Update schedules weekly/monthly with progress data from site teams.
- Identify potential delays, risks, and bottlenecks; propose mitigation measures.
- Generate progress reports, S-curves, and lookahead schedules for management review.
Cost Control
- Monitor and control project expenditures against the approved budget, including labor, materials, equipment, and subcontractor costs.
- Prepare and update cost forecasts, cash flow projections, and estimate-at-completion (EAC) reports to support financial decision-making.
- Analyze cost variances (CV) and schedule variances (SV) using Earned Value Management (EVM) methodologies; recommend corrective actions.
- Review and validate subcontractor and supplier invoices against work progress and contract terms before approval.
- Maintain a change control log to track variations, claims, and their financial impact on the project budget.
- Collaborate with procurement and finance teams to ensure accurate cost coding, budget allocation, and financial reporting alignment.
Qualifications & Requirements:
Education
- Bachelor's degree in Civil Engineering, Construction Engineering, Quantity Surveying, or related field.
- PMP, PMI-SP, or CCP (Certified Cost Professional) certification is a strong plus.
Experience
- Minimum 4–6 years of experience in planning and cost control for infrastructure, civil works, or construction projects.
- Proven experience managing budgets and cost reporting for large-scale projects (roads, utilities, buildings, or industrial facilities).
- Hands-on experience with Earned Value Management (EVM) and cost forecasting techniques.
Technical Skills
- Proficiency in Primavera P6, Microsoft Project, and advanced Excel (pivot tables, formulas, dashboards).
- Familiarity with ERP systems (e.g., SAP, Oracle) for cost tracking and reporting is an advantage.
- Strong understanding of contract management, BOQ analysis, and variation order processes.
Soft Skills
- Strong analytical, numerical, and problem-solving abilities.
- Excellent communication and reporting skills in English (Arabic is a plus for GCC roles).
- Detail-oriented with the ability to manage multiple priorities under tight deadlines.
