Job Overview

GENERAL SUMMARY:

Under general direction of the Sr Civil & Traffic Engineer or the Code Inspector Manager, performs design plan reviews and field inspections for all new construction, building systems, and public works projects submitted by the Airport Board, Concessions, and Tenants for compliance with the ICC family of model codes, Federal and State Regulations and Construction Standards. Recommends changes to comply with the ICC codes and design criteria or to improve the maintainability or longevity of new construction projects. Performs field inspection of newly constructed or modified facilities for code compliance

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Advises the AVP on policies, programs, codes, and activities related to plan review and code compliance inspections associated with the structural design, construction and modification of facilities and building systems on Airport property.
  • Reviews design drawings and construction documents for compliance with the ICC codes and amendments, design criteria, and government regulations prior to construction.
  • Assists in maintaining and updating DFW Design Criteria Manual and Standard Details.
  • Develops recommendations and assists in formulating design criteria in conformity with ICC codes and amendments, accepted national standards and government regulations.
  • Collaborates with Construction Inspectors and Contractors to ensure compliance of Airport construction projects efficiently and effectively with DFW Design Criteria Manual and adopted ICC codes and amendments.
  • Ensures Airport facilities comply with FAA Regulations and other mandated design standards.
  • Performs construction inspection in a designated construction discipline (accessibility, building, electrical, mechanical, plumbing, public utilities, or structural) to ensure conformance to DFW Design Criteria Manual, adopted ICC codes and amendments for Airport Board, Concession, and Tenant construction projects.
  • Records and documents inspection and/or testing results; issues deficiency reports and monitors remedial work; records re-inspection and retesting results; ensures correction of all deficiencies.
  • Provides technical assistance as it relates to code interpretation and conformance, constructability, and quality assurance at each project phase from design through final inspection.
  • Ensures environmental aspects and impacts within the span of control of the position are identified and timely communicated to applicable personnel and operational changes to Environmental Affairs.
  • Evaluates environmental performance. Provides employee feedback regarding needed performance improvements and acknowledges employees whose environmentally related performance is exemplary.

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in architecture, engineering, construction technology or construction management.
  • Three (3) years experience in construction document plan review and construction inspection in designated construction field – accessibility, building, electrical, mechanical, plumbing, public utilities, or structural.
  • Certification from the International Code Council (ICC) for construction inspection OR licensed by a Texas state agency to perform inspection in designated construction field, where required. (see table below)
  • Any equivalent combination of education and/or experience may be substituted for the above.
  • Possession of a valid Class C driver’s license.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of the theory, principles, practices, and design fundamentals of the designated construction field.
  • Knowledge of ICC codes, local, state, and national codes and regulations relating to major public works development and building systems.
  • Ability to detect and correct non-complying items during plan review and through inspection of the in-progress or finished work.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to maintain harmonious internal and external working relationships.

SPECIAL REQUIREMENT:

  • Must obtain a Security Identification Display Area (SIDA) Airport Identification/Access Badge (badge) in accordance with Department of Homeland Security Transportation Security Administration (TSA) requirements in Chapter 49 of the Code of Federal Regulations Part 1500 et al., and DFW Airport’s Airport Security Program within thirty (30) days from date of employment and maintain qualification for a SIDA badge upon each badge renewal.
  • This is a designated safety sensitive position as defined in DFW Airport’s Drug and Alcohol Administrative Policy and Procedure. Applicants selected for this position will be required to pass a drug test prior to employment and to submit to drug screening on a random basis during the length of their employment in the safety sensitive position.

DESIRABLE:

  • Experience using Microsoft Office and permitting software systems (Impact/EnerGov) or another airport building department software.

EFFORTS:

  • Works in an office, mechanical rooms, confined spaces, terminal buildings, outside environment, and at construction sites.
  • Sits for prolonged periods of time.
  • Uses keyboard devices and a computer monitor.
  • Uses near-visual acuity in reading written documents, technical documents, and design drawings.
  • Perform mathematical calculations.
  • Uses substantial reasoning in problem solving and code interpretation.
  • Exchanges information by telephone, computer, in writing and in person.
  • Drives to locations on and off Airport property.
  • Climbs ladders and works in physically awkward situations, bending, stooping, kneeling, squatting, and walking on uneven terrain.
  • Walks and stands for extended periods.
  • Uses permitting and inspection tools, flashlights, and test equipment.
  • Wears PPE.
