Police Community Services Officer

HIRING RANGE: $35.59 - $39.54/hour

Supports various operations with the Police Department. Serves in a non-sworn capacity performing a range of administrative, technical and/or clerical support functions. Develops a rapport with citizens, demonstrates problem-solving ability, and displays a positive relationship with citizens, as well as other employees throughout the department and the City.

ESSENTIAL FUNCTIONS

Tracks, monitors and follows up on abandoned vehicles and parking violations.

Maintains a high level of customer service while assisting at the police desk, serving as a greeter, report taker and information source.

Assists the police Telephone Reporting Unit by taking reports.

Investigates and completes reports for cold felony and misdemeanor property crimes, to include motor vehicle theft, criminal trespass, and burglary, as well as certain non-criminal incidents.

Investigates and completes reports, including issuing summonses, for property damage traffic accidents.

Develops external relationships when communicating with people of all ages from diverse economic, cultural and ethnic backgrounds while providing information and directions. May interview victims, witnesses and suspects on minor crimes.

Educates and informs citizens and customers on a variety of issues surrounding law enforcement with a professional attitude. This may include educating parents and juveniles concerning expected conduct, applicable ordinances and enforcement options. Provides assistance and appropriate referrals to the public and businesses.

Responds to the scene of field investigations to perform the technical investigation of criminal and non-criminal scenes related to physical evidence collection, evaluation and utilization.

Locates, documents, collects and preserves all types of physical evidence.

Books evidence and found property into the Property Section.

May assist in providing unarmed security for crime scenes.

May testify in court on a variety of cases.

Prepares criminal, non-criminal, and administrative reports. Uses NCIC/CCIC to investigate incidents and gather information.

Fingerprints and photographs arrestees, as well as administers Intoxilyzer tests to arrestees.

Assists motorists, assists with traffic control when needed, and responds to traffic hazards.

Initiates reports and conducts preliminary investigations of acts of illegal dumping.

Operates Live-Scan.

May operate a drone and assist with duties in the Real Time Crime Center, to include video footage review.

Communicates through radio, which includes comprehending radio transmissions being received over multiple law enforcement radio channels. Communicates information effectively while transmitting on the radio.

Operates a vehicle safely in non-emergency (routine) situations. Responds to the radio-mike while performing multiple functions including floor pedals, gearshift, steering wheel, and the radio (during both daylight and dark hours); in congested traffic conditions; in unsafe road conditions caused by such factors as rain, ice, snow, fog, smoke, etc.

Handles abuse, both verbal and physical, when dealing with hostile citizens and others encountered in antagonistic environments.

Performs other duties as assigned.

Must be able to interact with others in a positive manner.

Requires regular and prompt attendance.

A Police Community Service Officer does not have arrest authority beyond that granted by state law to a private citizen. Such employees shall not carry or possess a firearm while discharging his or her duties as a Police Community Service Officer. The carrying or possessing of a firearm is prohibited, regardless of whether or not the Police Community Service Officer has been issued a concealed weapons permit.

Supervision Received

Receives supervision from a variety of supervisory staff in the Police Department, depending on job placement. Will be assigned to a patrol team and report directly to a police sergeant.

ESSENTIAL QUALIFICATIONS (Knowledge, Skills and Abilities)

Education

High school diploma or equivalent.

Must be at least 18 years of age at time of appointment.

Licensure/Certification/Registration

Ability to obtain NCIC/CCIC certification.

Driver’s license and good driving record required.

Ability to become Intoxilyzer certified, as well as Live-Scan certified.

Other Knowledge, Skills and Abilities

Excellent communication skills, both verbal and written, and ability to use appropriate grammar and construction in preparation of investigative reports and other documents and required forms.

Ability to operate a vehicle safely in non-emergency (routine) situations.

Ability to respond to the radio-mike while performing multiple functions, including: floor pedals, gearshift, steering wheel, and the radio (during daylight and evening hours) in congested traffic conditions, unsafe road conditions caused by such factors as rain, ice, snow, fog, smoke, etc.

Ability to work a rotating shift, including nights, holidays and weekends.

Basic photography experience.

Ability to observe surroundings and recognize conditions or circumstances that indicate something may be wrong, unusual, or out of the ordinary.

Initiative to follow through in job assignments.

Knowledge of the principles of criminal justice.

Ability to remain calm in emergencies and think and act quickly, with good judgment.

Integrity, honesty and truthfulness in daily activities, as well as in all reports and testimony.

Ability to maintain credibility with citizens and co-workers.

Courteous and respectful and the ability to exercise compassion and empathy to people in various situations, both emergency and non-emergency.

A background in law enforcement is a preferred qualification. Experience with the Lakewood Police Department desirable.

Ability to exercise judgment in prioritizing work and applying procedures.

Ability to maintain confidentiality.

Ability to successfully pass a polygraph and psychological examination, reference checks, background investigation anddrug test.

Attention to detail.

Knowledge of the City of Lakewood and State of Colorado statutes, and the ability to interpret laws, codes, regulations and policies and to make decisions based on these interpretations.

Ability to demonstrate good organizational skills.

Demonstrate willingness to assist when following supervisor’s instructions.

Must have the ability to work a rotating shift, including nights, holidays and weekends.

Requires computer and keyboarding skills, with word processing functions to prepare reports, generate criminal histories, enter data on computer and mobile data terminals (MDT’s) and other required forms.

Bi-lingual (Spanish-speaking) ability is a desirable qualification.

Due to the nature of the work, an employee in this position may be considered essential. Essential personnel are determined by the chain of command, the type of emergency and the human resources needed.

LIGHT WORK: Exerting up to 30 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work
