Job Duties:

The Virginia Beach Police Department’s Real-Time Crime Center (RTCC) is part of the Analytics & Real-Time Intelligence Center (ARTIC) within the Support Division. The Police Data Analysis Supervisor will serve as the immediate supervisor for a team of crime analysts and camera operators across three shifts. The RTCC is dedicated to providing real-time operational support and intelligence gathering department wide. Utilizing various technological resources, analysts and camera operators work diligently monitoring calls for service and active alerts to ensure situational awareness. Delivering critical and timely information, the Real-Time Crime Center strengthens the Virginia Beach Police Department’s mission to provide safer communities and improve quality of life.

General responsibilities for the position include:

  • Supervise staff responsible for supporting field operations and real-time intelligence gathering, computerized crime mapping, and report preparation.
  • Serving in a lead role coordinating the unit’s support of real-time response across various working groups.
  • Research and develop best practices specific to the assigned unit.
  • Establish best methods to support operational staff through strategic initiatives.
  • Coordinate with Department supervision to communicate analytical functions/needs.


The RTCC Supervisor may be required to work a non-traditional schedule to ensure supervisory coverage across each shift.

For awareness, the VBPD Real-Time Crime Center operates seven days a week from 0700 hours to 0300 hours. With the shift coverage functioning in the following format: Day Shift operates 0700-1530, Evening Shift operates 1430-2300, and Night Shift operates 1830-0300.

Criminal History : Conviction of any felony or any crime involving moral turpitude (crimes contrary to justice, honesty, or good morals). Conviction of any Class 1 or Class 2 misdemeanor, excluding traffic violations which are discussed separately, or the Virginia State Law equivalent within the last 5 years.

Traffic Violations : Any conviction of driving under the influence of drugs or alcohol, refusal to take blood or breath test, eluding police, racing, or leaving the scene of an accident within the last 5 years.

Drugs : Any involvement in the sale of illegal drugs as an adult. Any illegal use or possession of any illegal drug, including but not limited to heroin, cocaine, hallucinogens, or any derivative thereof (except marijuana) within the last five years. Illegal possession of anabolic steroids within the last 36 months.

Minimum Requirements:

MINIMUMS: Requires a Bachelors degree and 4 (four) years of experience in fields such as computer science, geography, criminal justice, information technology, business administration, or public administration OR an equivalent combination of education (above high school level) and/or experience equivalent to 8 (eight) years in fields utilizing the knowledge, skills, and abilities associated with this position.

2. Experience with research methods and/or development of standard operating procedures
3. Experience with the use of automation tools and process improvement
4. Experience with the creation and/or usage of employee development plans
5. Experience with problem-solving processes
6. Experience supporting field operations
7. Experience in a high-pressure environment
8. Experience with Law Enforcement policy/procedure

Special Instructions:

CJIS/VCIN/NCIC certification is required, in addition to the successful completion of a background check, candidates must have U.S. citizenship or be a lawful resident of the United States and eligible for naturalization.

Must successfully complete a police background investigation, including polygraph examination.

All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or city-wide emergencies.

VRS Contribution: All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
