Job Description

JOB PURPOSE

The Port Engineer (Operations) is responsible for the Technical Operations Management and sustained daily readiness of assigned Offshore Support Vessels (OSVs). The core mandate is to ensure maximum operational uptime and uphold vessel technical integrity through the rigorous supervision of routine and corrective maintenance, guaranteeing full compliance with all Classification Society, Flag State, and local CLIENT standards for continuous, safe service.

KEY RESPONSIBILITIES & ACCOUNTABILITIES

Vessel Technical Management & Uptime Assurance

  • Maintenance Execution: Supervise and coordinate all assigned vessel routine and corrective maintenance and minor repair activities, ensuring timely completion, adherence to quality standards, and budget controls.
  • PMS Management: Direct the rigorous implementation and utilization of the Planned Maintenance System (PMS) to maximize preventive maintenance efficiency and minimize operational downtime.
  • Supply Chain & Logistics: Assess immediate technical needs, authorize vessel requests, and expedite the timely and cost-effective delivery of critical spare parts and supplies to maintain continuous operational service.
  • Dry Docking: Assist in the planning and execution of scheduled short-term maintenance and operational dry-dockings, strictly avoiding scope creep.
  • Shore Support: Manage and coordinate the activities of all shore-based Company staff and sub-contractor repair squads, prioritizing swift return-to-service.

Compliance, Safety, & Incident Management

  • Regulatory Compliance: Act as the company's technical representative during external surveys and inspections to ensure the continuous validity of all statutory and Class certifications, and strict adherence to CLIENT requirements.
  • Audits & Inspections: Perform frequent, thorough vessel inspections and audits to verify adherence to the Safety Management System (ISM/ISPS) and Company technical procedures.
  • Root Cause Analysis (RCA): Lead the technical investigation into the root causes of all mechanical failures and operational incidents, focusing on rapid diagnostics and implementing effective preventative actions to safeguard uptime.
  • Documentation: Prepare and safeguard comprehensive technical and maintenance records for all Flag State, Classification Society, and regulatory audits.

Operational Support & Crew Liaison

  • Technical Handover: Ensure proper technical handover procedures are executed and formally documented between incoming and outgoing Chief Engineers.
  • Relief Duty: Serve as a qualified relief Chief Engineer as required by critical operational necessity (e.g., short-notice coverage or emergency situations).
  • Mentorship: Provide comprehensive technical support and mentoring to the onboard engineering team to maximize on-board technical self-sufficiency and maintain a high level of crew technical competence.

QUALIFICATIONS & EXPERIENCE

Essential Requirements

  • Certification: Possession of a valid Chief Engineer Unlimited Certificate of Competency (CoC) (STCW III/2).
  • Sea-Going Experience: Minimum of 48 months of active sea-going experience as a Chief Engineer on Tugs Vessel, preferably DP2.
  • Shore-Side Experience: Minimum of 7 years of progressive experience in the marine industry, with significant time spent as a Chief Engineer and Port Engineer (PE).
  • Technical Licensing: Must possess a valid DP Maintenance certificate (or equivalent training record).
  • Language: English fluency is mandatory (written and spoken). Marlins test completion is required.

Desirable Skills & Attributes

  • Local Approval: Previous CLIENT approval as a Chief Engineer or Port Engineer is highly advantageous.
  • Technical Track Record: Proven track record in vessel uptime improvement and managing maintenance budgets effectively.
  • Software: Proficiency in planned maintenance software (e.g., AMOS, NS5/NS Enterprise, TM Master).
  • Leadership: Demonstrated strong leadership skills, crisis management abilities, and the capacity to work independently.
