The Preconstruction Manager plays a critical role in the successful planning and execution of solar energy projects. This position is responsible for overseeing the preconstruction phase, including feasibility studies, engineering coordination and management, project planning, estimates & budgeting, scheduling, contract review, and coordination with various stakeholders both externally and internally.
Supervisory Responsibilities:
The Preconstruction Manager will provide leadership throughout the pre-construction phase, focusing on customer goals, schedule management, financial performance, estimation, design, and planning to facilitate a seamless transition from the development phase of the Project through construction operations.
Duties/Responsibilities:
- Manage and lead the preconstruction phase for solar, substation and BESS projects from inception of RFP through the start of construction.
- Conduct feasibility studies, site assessments, and resource analysis to determine project viability for internal company goals and overall alignment.
- Collaborate with engineers, estimators, subcontractors & vendors, and other stakeholders to develop detailed project plans and specifications.
- Prepare and manage project budgets, including cost estimates and financial forecasting.
- Identify and evaluate cost-saving opportunities and value engineering options via Risk and Opportunity logs.
- Work closely with procurement teams to ensure cost-effective sourcing of materials and services, as well as lead times that align or benefit the overall Project schedules.
- Develop and manage project schedules, integrating manpower loading graphs, cash flows, and cancellation terms.
- Coordinate with internal and external teams to align on project timelines and milestones.
- Cultivate and maintain effective relationships with subcontractors, engineering teams, and external stakeholders throughout the pre-construction process.
- Cultivate and maintain effective relationships with internal departments and maintain a direct and effective line of communication throughout the pre-construction process.
- Lead construction phase project teams through pre-construction activities and support the Projects through mobilization to mitigate scope gaps and maximize opportunities.
- Manage construction teams in resolving design and constructability challenges during construction.
- Monitor progress and adjust schedules as needed to address any delays or issues and communicate effectively.
- Establish and maintain relationships with customers, authorities having jurisdictions, and other external parties.
- Serve as the primary point of contact for clients, contractors, and regulatory bodies during the preconstruction phase.
- Facilitate communication and coordination between all project stakeholders.
- Ensure all necessary permits and approvals are obtained in a timely manner.
- Identify potential risks and develop mitigation strategies to ensure project success.
- Ensure all preconstruction activities comply with industry standards, safety regulations, and environmental requirements.
- Maintain thorough documentation of all preconstruction processes and decisions.
- Lead and mentor a team of preconstruction professionals, fostering a culture of collaboration and continuous improvement.
- Provide guidance and support to team members, helping them to achieve their professional goals.

Education/Experience:
- Minimum of 5 years of relevant experience in construction project management and/or development project management.
- 5 to 7 years of experience in the solar, substation, energy storage, and/or electric power industry.
- Bachelor's degree in Engineering (Civil, Mechanical, Electrical), or a related field.
- PMP or similar project management certification is a plus.
Physical Requirements:
- Primarily sedentary work when working in the office. Occasional lifting, carrying, walking, and standing; frequent hand/eye coordination to operate computer keyboard and office equipment; vision for reading, recording and interpreting information; speech communication and hearing to maintain communication with employees and other team members.
- When navigating a job site, the ability to move around project sites, which may involve walking, climbing stairs, and navigating uneven terrain.
