Job Responsibilities
I. Strategic Planning and Business Layout
1. Formulate the medium- and long-term development strategy for the oilfield management sector, clarifying the development path and key regions for core businesses such as oilfield operation and maintenance, engineering repair, integrated oilfield management EPC, and technical services.
2. Coordinate the company's oilfield management business layout in key countries and regions in Asia, Iraq, the Middle East, Africa, and Central Asia.
3. Clarify the synergy boundaries and models between oilfield management and other sectors of the group (engineering technology, oilfield services, asset leasing, and natural gas business), forming an integrated development pattern of "resources + technology + services" for Antong.
II. Resource Introduction and Asset Operation
1. Responsible for the selection and introduction of high-quality oil and gas blocks and oilfield management projects globally, promoting the implementation of diversified cooperation models such as equity cooperation, technology operation cooperation, and operation management output.
2. Build a global cooperation resource network, introducing high-quality international technology partners, professional service providers, and financial institutions to form a combined capability of "resources + technology + capital".
3. Establish oilfield asset operation standards, promote benchmarking and continuous optimization of production, cost, and HSE indicators, and achieve safe, stable, and efficient asset operation.
III. Customer Management and International Business Expansion
1. Develop a global customer management strategy, focusing on national oil companies, international oil companies, and large energy groups in key regions such as the Middle East, Africa, and Central Asia, to build a core customer base for Anton Oilfield Management.
2. Maintain high-level relationships with governments, energy regulatory authorities, national oil companies, and strategic partners in various regions, and establish a multi-level communication mechanism between government, customers, and partners.
3. Promote the commercialization of integrated solutions combining oilfield management, technical services, and capital cooperation, enabling Anton to replicate and expand its brand in key countries and regions.
IV. Business Management and Profit Target Achievement
1. Be responsible for the overall operating results of the oilfield management company, including core operating indicators such as production, orders, revenue, profit, cash flow, and return on assets (ROA).
2. Establish a closed-loop operation chain encompassing resource acquisition, solution design, contract management, and on-site operation to enhance project profitability and asset turnover efficiency.
3. Optimize key cost elements such as development investment, operating costs, technology upgrades, and third-party services to ensure projects are "controllable, sustainable, and profitable."
4. Coordinate internal and external resource allocation, balancing short-term performance with medium- to long-term resource layout to ensure the company's stable operation and sustainable growth.
V. Risk Control and Compliance Management
Be fully responsible for the construction of the contract and compliance system for international oilfield management business, ensuring project contracts are "controllable, signable, acceptable, and enforceable."
Coordinate international business risk management, including resource country policy risks, tax and legal risks, sanctions and compliance risks, foreign exchange and capital security risks, and on-site safety and environmental risks.
Guide the company in establishing a unified project management system, HSE management system, and risk early warning mechanism, strengthening special reviews and dynamic monitoring of major projects, key countries, and high-risk areas.
Job Requirements
1. Education: Master's degree or above in Petroleum Engineering, Energy Management, Business Administration, or related fields (MBA/EMBA preferred)
2. Industry Experience: Over 20 years of experience in the oil and gas industry, familiar with oilfield development, operation and maintenance, or oilfield service management.
3. Management Experience: Within leading domestic companies like CNPC/Sinopec/CNOOC: General Manager of overseas oilfield companies; General Manager of overseas projects; Head of oilfield/block development and operation management; Head of upstream oil and gas asset operation or oilfield technical services.
Head or core business leader of large design institutes/engineering companies/oilfield technical service companies:
International engineering and oil and gas service multinational companies such as SLB, Halliburton, Baker Hughes, etc.:Regional General Manager; Head of upstream assets/oilfield development division; Head of oil and gas asset operation/integrated project management/asset management.
International energy companies (IOCs/NOCs) such as Shell, TotalEnergies, BP, and Chevron: General Manager/CEO/Vice President of Oilfield Development and Operations, Head of Upstream Asset Management;
Or, in national oil companies in resource-rich countries in the Middle East, Africa, and Central Asia, the top executive or deputy responsible for oilfield management/block development/production operations.
4. International Competence: Fluent in English, familiar with the operations and cultural differences of international oilfield projects in the Middle East and Africa.
5. Strategic Competence: Possesses a global perspective, industry insight, and the ability to integrate resources across regions.
6. Leadership Qualities: Possesses excellent judgment, communication skills, and organizational influence.
