ABOUT THIS POSITION


The Planning and Development Department (PDD) is a city department of over 500 employees comprised of the following sections Zoning, Planning, Historic Preservation, Property Records, Management Services, and administrative sections. PDD guides the physical development of the city by preserving our historic sites, planning what can be built where, and ensuring safe construction of buildings and infrastructure. A host of advisory and governing bodies of residents, as well as elected officials, provide oversight as the city grows, and needs arise. The process is governed through the development and enforcement of city codes and ordinances.

The Planning & Development Department has a Principal Engineering Technician (PET) vacancy in the Site Development's Stormwater Post-Construction Program (SPCP). The SPCP assists in the implementation and management of the City of Phoenix's Municipal Separate Storm Sewer System (MS4) permit in conjunction with other City departments. Specifically, the SPCP is responsible for the inventory, inspection, tracking, and enforcement of projects that qualify for inclusion in the program.

This position performs difficult, complex, and technical paraprofessional engineering duties and advises firms engaged in various technical engineering reviews. Responsibilities include reviewing plans regarding grading and drainage, paving, and stormwater, in accordance with department policy. Work is performed under the supervision of a Program Manager.

The PET will conduct report audits and field inspections of post-construction features at public and private development and redevelopment projects.

  • Ability to compile, compare, and analyze data.
  • Proficient in computer programs, including Microsoft Office, Outlook, Excel, and other programs.
  • Knowledgeable about stormwater compliance, permitting, and regulatory enforcement.

SALARY


Pay Range: $61,526.40 to $110,510.40 annually.

Hiring Range: $61,526.40 to $100,235.20 annually.

  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Internal Only: Please understand that this is pay grade 060. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

  • Promotions occur when the last two digits of the pay grade increase.
  • Demotions occur when the last two digits of the pay grade decrease.
  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS

  • Six years of experience in paraprofessional engineering work, including three years of paraprofessional civil engineering experience or one year of experience at the level of Chief Engineering Technician, or Chief Drafting Technician.
  • Other combinations of experience and education that meet the minimum requirements may be substituted
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • Experience in the use of a Computer Maintenance Management System (CMMS) including but not limited to KIVA, SHAPEPhx, On-Base, and/or ProjectDox.
  • Experience with Inspection and field work in a variety of environmental extremes such as heat, cold, rain, air pollution, untreated water and wastewater, and dust.
  • Bachelor's degree in civil engineering or related engineering degree.
  • Computer experience including Microsoft Office, Outlook, and other programs.
  • Civil Plan Review experience.
  • Review or design experience in grading and drainage.
  • Experience with City Code and Zoning guidelines.
  • Experience GIS systems and ability to read paper maps.
  • Experience compiling and analyzing data.
  • Experience providing customer services to the development community and the general public.
