Position Summary
The PRO & Human Resources Officer is responsible for managing all government relations, regulatory requirements, legal documentation, employee affairs, human resources functions, and administrative compliance matters of the company. The role serves as the company's authorized representative before government entities and manages all HR operations throughout the employee lifecycle.
Government Relations (PRO) Responsibilities
- Represent the company before all government authorities, ministries, municipalities, regulatory bodies, and official entities.
- Process, submit, obtain, renew, amend, and cancel all company licenses, permits, registrations, certificates, and approvals.
- Manage all immigration, labor, municipality, civil defense, tax, customs, and ministry-related procedures.
- Process employee visas, work permits, residency permits (QID), sponsorship transfers, labor contracts, and related documentation.
- Maintain all company legal, regulatory, and government records.
- Monitor and manage expiry dates of licenses, permits, registrations, visas, residency permits, and official documents.
- Attend government offices and complete all indoor and outdoor transactions on behalf of the company.
- Prepare, submit, and collect official applications, approvals, certificates, and governmental correspondence.
- Coordinate inspections, approvals, and compliance requirements with relevant authorities.
- Ensure full compliance with all applicable laws, regulations, and governmental requirements.
Human Resources Responsibilities
- Manage recruitment activities including manpower planning, job postings, candidate sourcing, screening, interviewing, selection, and onboarding.
- Prepare employment contracts, offer letters, employee files, HR forms, and personnel documentation.
- Maintain complete and accurate employee records and personnel files.
- Administer employee attendance, leave records, overtime records, and workforce data.
- Manage payroll preparation, payroll inputs, employee benefits, deductions, and compensation records.
- Administer probation evaluations, performance reviews, promotions, transfers, and employee status changes.
- Manage employee relations, disciplinary actions, grievances, warnings, investigations, and separation procedures.
- Coordinate employee training, orientation, development programs, and compliance training requirements.
- Implement and maintain HR policies, procedures, employee handbooks, and workplace regulations.
- Manage end-of-service procedures, final settlements, employee exits, and clearance processes.
- Ensure compliance with Qatar Labor Law and all employment-related regulations.
- Prepare HR reports, workforce analytics, manpower reports, and management reports.
Administrative Responsibilities
- Maintain company records, contracts, agreements, licenses, and confidential documentation.
- Manage document control, filing systems, archiving, and records management.
- Coordinate insurance policies, employee insurance, and company-related administrative requirements.
- Prepare official correspondence, letters, applications, and administrative reports.
- Manage administrative processes related to company operations and regulatory compliance.
Qualifications
- Bachelor's Degree in Human Resources, Business Administration, Law, Public Administration, or related field.
- Minimum 2-3 years of experience in PRO, Government Relations, Human Resources, and Administration in Qatar.
- Strong knowledge of Qatar Labor Law, immigration procedures, and government regulations.
- Fluency in Arabic and English, written and spoken.
- Valid Qatar Driving License preferred.
Role Objective
To manage all government relations, legal documentation, regulatory compliance, human resources operations, employee affairs, payroll administration, recruitment activities, and administrative functions of the company while ensuring full compliance with applicable laws and regulations.
Pay: QAR3,000.00 - QAR4,000.00 per month

- I confirm that I have previous experience in Human Resources functions, including recruitment, onboarding, employee relations, personnel administration, payroll processing, and employee documentation.
- I confirm that I have a thorough understanding of Qatar Labor Law and employment regulations applicable to private sector companies.
- I confirm that I am willing to perform both indoor and outdoor duties, including visits to government departments, ministries, and regulatory authorities on behalf of the company.
- I confirm that I possess strong written and verbal communication skills in both Arabic and English.
- I confirm that I am capable of independently managing confidential employee records, company documents, government correspondence, and HR-related information.
