PURPOSE OF WORK
To provide Safety engineering support to Loss Prevention & Process Safety Section & Refinery Business Teams to ensure effective & sustainable compliance of established safety system and practices
REGULAR ASSIGNED DUTIES

Assume the full responsibility of LP/Process Safety Engineer, covering all related activities in the assigned area/field. Conduct regular visits to the process areas to embrace the safety culture to all level of organization. This includes: safety awareness, risk communication, HAZOP Findings, sharing safety issues, etc.

Support OIMS 2.1 (Risk Assessment and Management), 5.1 (Personnel Safety) & 9.1 (Incident Investigation and Analysis) to ensure effective and sustainable deployment and people awareness of the systems’ Improvement Plans, GMOP, OCV&Ms & Tier 1 Best Practice

Participate, audit and evaluate LP control system/awareness programs (on & off the job) and develop corrective actions plan. Analyze data, develop & issue all structured (weekly, monthly & annually) safety reports i.e. BBSO, Incident Investigation, Occupational Injuries, ExxonMobil required Safety Report & Process Safety Monthly Performance. Assist in developing weekly SAI report. Prepare Safety Talks & Safety Flashes. Prepare & present monthly Safety Steering Team package.

Review engineering packages related to Projects (TSR) and Modifications (MOC), provide Safety Quality Control support and ensure compliance with Government Safety Standards & ExxonMobil Practices

Support Business Teams to review/assign the appropriate incident type & tier classification. Support BTs to apply IRAT (Incident Risk Analysis Tool) application and ensure quality & consistency review. Participate in Safety related incidents/Near misses as assigned. Ensure adequate quality & timely issuance of incident investigations, effective & timely implantation of recommendations and track the progress periodically. Apply work process for HLVIs (High Learning Value Incidents) per procedure

Prepare and issue the overall Refinery Risk Management Plans (RMP) on the long-range and annual basis for the Refinery On-going Operations. Coordinate and participate in the assessments and studies per the RMP and track/report progress

Develop & maintain the Refinery Risk Control Plan (RCP) to track all Refinery SHE Risks. Report and Facilitate the Stewardship of Refinery Process Safety & Risk Management with Refinery Safe Operations Committee (SOC). Support Business Teams to resolve risks and report progress. Provide Engineering support to effectively implement Risk Control Plan (RCP) based on ISO Risks / Risk Units.

Support Process Hazards Identification & Analysis, Risk Assessments and Process Safety Engineering Studies (e.g. HAZOP, Adhoc Risk Assessment, Scenario Based Operations Area Risk Assessment, etc). Be abreast of the requirements and methodologies to effectively conduct these assessment and studies, in line with the GMOP 2.1.

Provide required support to manufacturing departments in conducting; pre/formal safety audits, safety/housekeeping inspections, insurance reviews and provide required field support during planned/emergency shutdowns/turnarounds.

Support Safety Reviews and Assessments e.g. JSA, HAZOP, PSSR, etc. for Projects/New Facilities (TSR)/Modifications (MOC) and ensure implementation of the related requirements

Respond to all Refinery emergencies, provide assistance in emergency as per LP / Process Safety Supervisor instructions.

Perform other job-related duties as requested by LP/PS Supervisor and/or LP/PS&IH Manager
EDUCATION:
Minimum of bachelor’s degree in safety engineering / chemical engineering / mechanical engineering.
EXPERIENCE:
Minimum of 3 years of hands-on experience in process safety field.
