Finance - North Dakota - Procurement & Contract Manager

Join our team at Department of Health & Human Services as our Procurement and Contract Manager and take ownership of building smart procurement strategies that maximize the services and support we provide while minimizing the risk to the residents of North Dakota.

As the Procurement & Contract Manager, you will lead procurement strategies and contract administration efforts to ensure our programs receive high-quality goods and services at the best cost. Your expertise in procurement and contracts will ensure compliance with federal, state, and agency regulations, while enabling you to guide teams on the actions needed to resolve related issues. You will also collaborate with HHS division leaders to ensure transparency throughout the entire lifecycle of procurement and contract management to ensure there are no delays in the progress of large projects.

Most importantly, you will lead and mentor a team of procurement professionals and contract managers to the highest levels of performance and teamwork.

To thrive in this position, you must bring a strategic mindset focused on driving cost savings, enhancing service quality, and reducing risk. You must have the capability to establish and manage systems for tracking essential details while focusing on driving tasks and achieving results, particularly in long-term projects. This position requires the ability to solve, compromise, and think outside the box to resolve procurement & contract issues and be confident in your solution. You need to demonstrate initiative by effectively managing timelines to keep the process flowing. Furthermore, you enjoy an environment where each day presents new challenges and opportunities.

To be considered for the Procurement Officer, you must have

  • a bachelor's degree in business administration, public administration, supply chain management, or related field
  • five (5) years of professional procurement and contract experience, with three (3) years in a leadership role
  • Demonstrated expertise preparing detailed procurement and contract assessments
  • Demonstrated familiarity with state and federal laws and regulations

Location: ND HHS utilizes a blended workplace model. This position may work remotely from within North Dakota with the ability to travel to Bismarck, ND at least once a week.
