The Opportunity
WSDOT is seeking a skilled Procurement and Supply Specialist 4 to join our Headquarters team in Olympia, WA. In this role, you will provide statewide leadership in supply chain management, supporting regional supply specialists and more than 1,000 maintenance and field staff.

You’ll oversee $35 million in consumable inventory across 600+ locations and ensure accountability for over $100 million in annual transactions. With authority to adapt procedures and develop analytical tools, you’ll make improvements in supplier performance, reduce costs, and ensure materials are available when and where they’re needed.

Your work will deliver accurate data, support executive decision-making, and apply lean management practices that keep resources optimized and operations safe across Washington’s transportation system.

What to Expect
Among the varied range of responsibilities held within this role, the Procurement and Supply Specialist 4 will:
  • Monitor consumable inventory activity department-wide to ensure appropriate supply management practices are followed and accurate financial accountability is established.
  • Plan, organize, and conduct complex inventory management analysis activities and customized customer training programs for the Washington State Department of Transportation (WSDOT).
  • Supervise and develop lower-level procurement and supply specialists as needed.
  • Determine supply management priorities and methods for management of consumable supplies and materials within budget and resource allocations.
  • Works independently with business executives and agency or institution executive management.
  • Make strategic sourcing decisions based on expert knowledge of procurement and supply practices.
  • Devise and recommend solutions to complex inventory management problems.
  • Conduct independent analysis of inventory system utilization, workflow processes, and system design to eliminate duplication, improve accuracy, and assure optimum management of consumable inventory assets.
  • Perform market analysis and customer needs assessment studies to identify new procurement and supply chain management possibilities.

Qualifications
To be considered for this opportunity, the following are required:
  • Inventory and Supply Chain Management: Demonstrated expertise in managing inventory, provide training, asset lifecycle, and supply chain processes to ensure accountability, accuracy, and efficient resource utilization across multiple systems and locations.
  • Data Analysis and Decision Support: Proven ability to analyze complex inventory data, apply statistical methods, and produce accurate reporting that supports executive decision-making, audits, process improvements, and statewide planning.
  • Lean and Risk Management Practices: Skilled in applying lean management principles to streamline inventory operations, improve space utilization, reduce excess inventory, reduce costs, enhance supplier performance, improve delivery reliability, and proactively mitigate operational risks.
  • Policy, Compliance, and Process Leadership: Ability to interpret and apply federal, state, and agency procurement, inventory, and audit standards while developing and adapting policies and procedures that ensure compliance and accountability.
  • Communication and Collaboration: Strong ability to convey complex technical information clearly to executives, managers, and staff, while fostering teamwork and collaborative problem-solving across diverse groups. Strong leadership and communication skills with the ability to direct and support regional inventory managers.
  • Equity Minded: The ability to take action to learn and grow. The ability to take action to meet the needs of others.

It is preferred that qualified candidates also have:
  • Analytical Thinking and Business Acumen: Demonstrated ability to apply analytical thinking and foundational business knowledge to evaluate inventory data, solve complex problems, and make decisions that align with broader organizational and financial goals.
  • Public Sector Knowledge and Accountability: Understanding of public sector policies, procedures, and accountability standards, with the ability to effectively apply government inventory management practices; including procurement, audit requirements, and lifecycle management in daily work.
  • Procurement Execution: Proven ability to perform public procurement tasks with accuracy, professionalism, and compliance with applicable rules, regulations and ethical standards.
  • Technical Proficiency: Proficiency in using WSDOT platforms and related systems to carry out inventory, procurement, reporting, and business operations efficiently.
