What You'll Do

The Supply Chain Bussiness Management (SCBM) Procurement Compliance Analyst (PCA), plays a pivotal role in ensuring PanTeXas Deterrence, LLC (PXD) maintains robust compliance with all applicable contractual, statutory, regulatory, policy, and procurement requirements. This position requires comprehensive knowledge in procurement compliance and the ability to lead projects, solve complex problems, and influence organizational objectives. The PCA will identify and mitigate risks, drive continuous improvement, and provide expert guidance to stakeholders, ensuring the integrity and effectiveness of PXD's purchasing system.
Key Responsibilities:
Compliance Oversight: Support maintenance and monitoring of SCBM's internal processes and procedures, conducting comprehensive reviews of the Management and Operating (M&O) purchasing system for adherence to all relevant requirements, including Department of Energy (DOE)/ National Nuclear Security Administration (NNSA) contract stipulations and government regulations. This includes the application of significant judgment and professional competency.
Complex Problem Solving and Solution Development: Analyze complex, diverse business problems impacting the organization and develop original or new solutions. This involves selecting the best solution from a range of possible or known options and leading initiatives to implement these solutions.
Project Management: Support projects related to procurement compliance across organizational units. Support multiple projects simultaneously, ensuring objectives are met and outcomes are aligned with business goals.
Policy and Procedure Enhancement: Perform in-depth audits and analyses of activities and functions to assess program health, identify areas for improvement, and lead the development and implementation of enhancements to policies, procedures, and guidelines.
Policy Development and Training Support: Participate in training to provide technical expertise and guidance to Procurement Specialists on contract and purchasing requests. Advise on the development and maintenance of procurement process documentation, including guidelines, clauses, procedures, and the Procurement Process Description.
Stakeholder Collaboration and Communication: Foster effective working relationships and collaborate frequently with internal and external stakeholders, including Procurement Operations, Ethics, Internal Audit, Quality, Performance Assurance, and senior management. Act as a spokesperson for key business systems, influencing decisions and objectives.
Compliance Oversight and Audit Tracking: Collaborates with Internal Audit to establish and maintain systems for tracking audit findings and corrective actions, and provides support to Procurement Specialists in developing resolution completion memos.
Reporting and Analysis: Create and maintain detailed reports on procurement compliance performance metrics for senior management.
Safety and Quality Assurance: Facilitate and support all plant safety initiatives, ensuring the integration of Integrated Safety Management (ISM) principles in all procurement compliance activities.

Minimum Job Requirements

  • Bachelors degree: Minimum of 2 years of relevant experience.
  • Masters degree: Minimum of 1 year of relevant experience.
  • OR Applicants without a bachelor's degree may be considered based on a combination of at least 10 years of completed education and/or relevant experience.

Preferred Job Requirements

  • Education: Bachelor's degree in Business, Government Policy, Supply Chain Management, or a related field is required.
  • Experience: Minimum of 5 years of relevant experience in procurement, supply chain, or compliance roles, with a proven track record of managing complex projects and leading initiatives.
  • Knowledge: Understanding of procurement principles, theories, professional competencies, work methods, and government regulations (including FAR/DFARS) applicable to DOE/NNSA contracts.
  • Skills:
    • Strong analytical, mathematical, and problem-solving skills with the ability to perform detailed cost and price analysis and develop original solutions.

    • Excellent written and verbal communication skills, with the ability to influence and persuade stakeholders at all levels.
    • Demonstrated leadership and project management capabilities.
    • Proficiency in supply chain management software and data analysis tools.

    • Ability to exercise considerable independent judgment and discretion.
  • Autonomy: Functions with significant autonomy, guided by objectives and broad organizational policies, with latitude in determining objectives and approach to work assignments.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10 CFR 709. Medical requirements may apply.
