Job Purpose
The Public School Facilities Authority (PSFA) Contract Analyst is responsible for assisting New Mexico school districts and charter schools throughout the entire procurement and contracting process. Work is performed under the supervision of the Chief Procurement Officer (CPO).
Duties and Responsibilities:
• Contract Compliance - Monitors contract compliance, ensures all terms and conditions are met, and that the contract adheres to legal requirements, specifications and all procurement and government regulations. Takes remedial action, up to and including termination, as appropriate.
• Contract Formulation and Administration - In collaboration with the CPO, formulates, drafts, negotiates, establishes, and administers complex contractual arrangements and procurement proposals for a range of projects/or services involving the agency.
• Proposal Analysis - Analyzes Request for Proposals (RFPs) and Request for Qualifications (RFQs), ensuring compliance with state requirements; analyzes price proposals to determine reasonableness of prices and creatively reviews and interprets contract provisions to achieve cost efficiencies and reductions where feasible for the agency and for district projects.
• Policy Development - Participates in the formulation, development, implementation, and revision of contracting policies, procedures, and strategies for the agency as appropriate.
• Procurement Support - Assist in the different phases of the procurement process, preparation and review of RFPs/RFQs and the review of contracts in conjunction with the obtained proposal.
• Change Orders - Review change order requests.
• Ethical Representation - Represents PSFA with the highest level of ethics while complying with policies, procedures and state, local and federal laws.
• Other Duties – Perform other related duties as assigned.
Knowledge, Skills, and Abilities Required:
• Knowledge –
o Legal requirements and principles of government purchasing, budgeting, accounting, finance and contract administration pursuant to New Mexico State Statute (NMSA), New Mexico Administrative Code (NMAC), and the New Mexico Department of Finance and Administration (DFA) Model of Accounting Practice (MAPs).
o Operating practices of construction, architectural, and building firms.
o Procurement rules and regulations.
o Construction contract documents, specifications, and related professional services.
o Project management principles, practices, techniques and tools.
• Skills -
o Effective communication, both verbally and in writing.
o Negotiate and manage contractual arrangements.
o Organizing resources and establishing priorities.
o Strong interpersonal communication skills.
o Excellent organizational skills.
o Advanced knowledge of Microsoft Word, Excel and Adobe Acrobat.
o Ability to work well with both internal and external customers and PSFA employees of all levels.
o Workflow analysts and management.

Minimum Education and Experience
• A bachelor’s degree in administrative, Business, Liberal Arts, Social Sciences or other related field or
• Minimum of 3 years’ experience directly related to government procurement or construction contracts, or the duties and responsibilities specified.
• Chief Procurement Officer (CPO) certification
Working Conditions
This job operates in a professional office environment. This role routinely uses standard office equipment. Occasional evening and weekend work may be required as job duties demand. Travel is primarily local during the business day, with some out-of-the-area and overnight travel may be expected on occasion.
