Job Purpose:
To manage procurement and subcontracting processes for facilities services, ensuring efficient, high-quality execution of services in accordance with the Scope of Work (SOW), while achieving optimal cost efficiency and full compliance with company policies and procedures.
Key Responsibilities:
- Manage subcontracting processes for facilities services based on the company's operational needs.
- Execute procurement activities for facilities services (maintenance, cleaning, security, and operations).
- Prepare and issue Requests for Quotation (RFQ) and Requests for Proposal (RFP) for subcontractors and service providers.
- Identify, evaluate, and prequalify suppliers and subcontractors according to company standards.
- Analyze and compare bids in terms of price, quality, experience, and Scope of Work.
- Negotiate with suppliers and subcontractors to achieve the best commercial and contractual terms.
- Prepare and review subcontract agreements and ensure a clear Scope of Work (SOW).
- Monitor contract execution and ensure compliance with quality standards and specifications.
- Coordinate with operational departments (operations, housing, maintenance) to ensure timely service delivery.
- Follow up on purchase orders, invoices, and payment certificates until final closure.
- Monitor supplier and subcontractor performance through Key Performance Indicators (KPIs).
- Resolve operational and contractual issues with suppliers and subcontractors.
- Prepare periodic reports on supplier performance and service quality.
- Maintain and update supplier and contract databases regularly.
- Ensure compliance with internal policies, procedures, safety, and quality standards.
Qualifications & Requirements:
- Bachelor’s degree in Business Administration, Supply Chain Management, Engineering, or a related field.
- Experience in procurement or contract management, preferably in subcontracting or facilities services.
- Strong knowledge of subcontractor management.
- Strong negotiation and analytical skills.
- Good understanding of the Scope of Work (SOW) and operational contracts.
- Proficiency in ERP systems and Microsoft Office applications.
- Strong organizational and follow-up skills.
- Ability to manage multiple contractors and projects simultaneously.
- Strong communication skills with internal departments and external suppliers.
- Ability to work under pressure and make operational decisions.
Pay: ﷼2,000.00 - ﷼4,000.00 per month
