Job Title:

Procurement Engineer – Railway / Metro Infrastructure

Purpose of the Role

To support all procurement activities for railway and metro projects, ensuring the timely sourcing, cost-effectiveness, and quality compliance of materials, equipment, and services.
The Procurement Engineer works closely with project, engineering, and commercial teams to translate project requirements into procurement specifications and manage the procurement process from requisition to delivery.

Key Responsibilities

1. Procurement & Sourcing

  • Prepare technical specifications, BOQs, and RFQs/RFPs for materials, equipment, and services.
  • Identify, evaluate, and qualify suppliers and subcontractors for civil, track, signalling, E&M, and ICT systems.
  • Support tendering, bid evaluation, and vendor selection in coordination with the Procurement Manager.
  • Ensure compliance with UAE regulations, client standards (RTA, Etihad Rail), and corporate procurement policies.

2. Contract & Order Management

  • Prepare purchase orders, service agreements, and contract documents.
  • Monitor supplier performance, delivery schedules, and quality compliance.
  • Track POs, delivery schedules, and expediting to ensure alignment with project milestones.
  • Support contract negotiations and clarifications with vendors.

3. Coordination & Documentation

  • Liaise with engineering, project controls, QA/QC, and construction teams to ensure material/equipment requirements are met.
  • Maintain accurate procurement documentation, including vendor correspondence, approvals, and submittals.
  • Provide weekly/monthly procurement reports for project and management review.
  • Assist in resolving procurement-related issues, disputes, and delays.

4. Cost & Compliance Support

  • Monitor material costs, price comparisons, and supplier quotations to achieve cost-effective procurement.
  • Ensure adherence to budget constraints, procurement policies, and approval processes.
  • Support audits, vendor evaluations, and compliance checks as required.

Qualifications & Experience

Details

Education

Bachelor’s degree in civil, Mechanical, Electrical Engineering, Supply Chain, or related field.

Experience

3–7 years of experience in procurement for railway, metro, or large-scale infrastructure projects in UAE or GCC.

Industry Knowledge

Familiarity with track systems, signalling, E&M, rolling stock, or civil infrastructure procurement.

Software

ERP systems (SAP, Oracle), MS Office, procurement tracking tools.

Language

Excellent English (written & verbal); Arabic is a plus.

Certifications

CIPS or equivalent procurement certification is desirable.
