Procurement Logistics Manager

Job Summary

We are seeking a strategic and results-driven Procurement & Logistics Manager to establish and lead the end-to-end supply chain function for our new chemical manufacturing base in Yanbu. This critical leadership role requires building the procurement and logistics operations from the ground up. The ideal candidate will possess deep expertise in international supply chain management, coupled with proven experience and an established network within the Saudi market, specifically the Yanbu industrial ecosystem. You will be responsible for ensuring a reliable, cost-effective, and fully compliant flow of materials and equipment to support the project's successful launch and future operations.

Key Responsibilities
  • Strategy & Setup: Develop and execute the project's comprehensive procurement and logistics strategy. Establish all related policies, procedures, and controls.
  • Strategic Sourcing & Procurement: Lead the end-to-end sourcing process for major equipment, bulk raw materials, and long-term service contracts. Qualify, negotiate with, and manage relationships with local and international suppliers to secure optimal quality, cost, and delivery terms.
  • Logistics & Warehousing Management: Plan and oversee the entire logistics chain from international suppliers to site, including ocean freight, customs clearance, and inland transportation. Design and implement the project's on-site warehousing and material management system.
  • Compliance & Risk Management: Ensure all activities strictly adhere to Saudi Arabian laws and regulations (customs, transport, commerce) and corporate governance policies. Proactively identify and mitigate supply chain risks.
  • Team & Stakeholder Management: Build and lead the future procurement and logistics team. Serve as the primary liaison with local authorities (e.g., Yanbu Royal Commission, ports, customs) and key suppliers within the region.
Qualifications & Experience
  • Education: Bachelor's degree in Supply Chain Management, Logistics, Business Administration, Engineering, or a related field. A master's degree or professional certification (e.g., CPSM, CSCP) is a plus.
  • Experience: Minimum of 8 years of progressive experience in procurement and logistics, with at least 5 years in a managerial role. Direct experience within the heavy industry sector (petrochemicals, chemicals, energy, or major EPC projects) in Saudi Arabia, particularly in Yanbu or Jubail industrial cities, is mandatory.
  • Local Expertise: In-depth knowledge of Saudi customs procedures, logistics regulations, port operations (e.g., Yanbu Port, Jeddah Port), and local commercial practices. An established network of local vendors and service providers is essential.
  • Professional Skills: Expertise in strategic sourcing, contract negotiation, international trade (Incoterms), freight management, and inventory control. Proficiency with ERP systems (e.g., SAP, Oracle) is required.
  • Language: Native or professional fluency in Arabic is mandatory. Full professional proficiency in English is a core requirement for reporting and international communication.
  • Personal Attributes: Strong leadership, strategic thinking, problem-solving, and negotiation skills. High integrity and the ability to perform under pressure in a complex, multicultural project environment.
