Role Overview
As the
Procurement Manager
, you will take charge of shaping and executing the full procurement strategy for our client. This is more than just a purchasing role—it's a strategic leadership position that directly impacts project delivery, cost optimization, supplier excellence, and operational efficiency.
You will lead procurement activities across construction, concrete repair, and weather-proofing materials while building a resilient supplier network, strengthening compliance, and driving innovation within the supply chain. Your contribution will be pivotal to improving margins, enhancing project outcomes, and supporting the company's commitment to quality and safety.
Key Responsibilities

Strategic Sourcing & Cost Optimization

Develop and implement sourcing strategies aligned with company goals and project requirements.

Lead the end-to-end sourcing cycle: RFPs, RFQs, evaluations, negotiations, and final award.

Identify cost-saving opportunities and deliver measurable reductions in procurement spend.

Conduct market research on materials, suppliers, pricing trends, and alternatives.

Evaluate total cost of ownership to support strategic decision-making.

Supplier & Contract Management
-
Identify, evaluate, and onboard reliable suppliers across all material categories.
-
Negotiate contracts focusing on quality, price, delivery terms, warranties, and risk mitigation.

Implement and track supplier performance KPIs (delivery accuracy, quality, compliance).

Maintain strong supplier relationships and handle escalations, disputes, and performance issues.

Ensure timely renewal, compliance, and documentation of all procurement contracts.

Procurement Operations & Process Governance

Oversee the requisition-to-purchase order cycle, ensuring accuracy and timeliness.

Develop and enforce procurement policies, SOPs, and internal controls.

Implement digitization and automation initiatives using ERP procurement modules.

Ensure accurate documentation of POs, contracts, delivery notes, and supplier records.

Reduce lead times, streamline workflows, and enhance overall procurement efficiency.

Risk Management & Compliance
-
Conduct supplier risk assessments across technical, financial, and operational parameters.

Ensure all procurement activities comply with company policies, HSE requirements, and legal standards.

Perform due diligence for critical suppliers and high-value categories.

Mitigate supply chain risks through meaningful contingency and inventory planning.

Promote sustainable procurement initiatives and eco-friendly sourcing options.

Stakeholder & Project Coordination

Collaborate with engineering, operations, project managers, and finance to understand procurement needs.

Provide procurement inputs during project planning, costing, and budgeting.

Align procurement timelines with project schedules to avoid delays and cost overruns.

Present regular updates on procurement status, supplier performance, and cost-saving achievements to management.

Team Leadership

Lead, guide, and develop a team of buyers, coordinators, and procurement support staff.

Set procurement KPIs and performance standards for the team.
-
Foster a culture of accountability, transparency, and continuous improvement.

Provide coaching, training, and performance reviews for team members.
Qualifications & Experience
-
8–12+ years of procurement experience, ideally within construction, contracting, engineering, or infrastructure projects.
-
Strong track record in sourcing, negotiation, contract management, and supplier development.
-
Experience managing procurement for materials such as concrete, steel, waterproofing systems, building materials, or MEP supplies.
-
UAE/GCC experience is preferred.
Education & Certifications
-
Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or a related field.

Master's degree is an advantage.

Professional certifications preferred: CIPS, CPSM, ISM, or equivalent.
Technical Skills

Proficiency in ERP procurement modules (SAP, Oracle, Odoo, or similar).

Advanced Excel and data analysis capability (pivot tables, cost analysis, supplier performance analysis).

Strong understanding of commercial terms, contract structures, and supply chain compliance.

Knowledge of construction procurement standards, HSE compliance, and quality requirements.
