Purpose of the Role
The Procurement Manager oversees and drives the procurement function for a major contracting and construction group operating across the UAE. The role is both strategic and operational—developing procurement systems, optimizing vendor networks, reducing costs, and ensuring timely availability of materials, equipment, and services for all projects. The manager is responsible for establishing procurement standards, enhancing supplier relationships, and leading a high-performing procurement team to support fast-paced construction operations.
Key Contributions
- Build and optimize an integrated procurement system that enhances operational efficiency.
- Deliver measurable cost savings through negotiations, vendor alternatives, and sourcing strategies.
- Strengthen supplier relationships and improve credit terms to support cashflow and project execution.
- Ensure timely and accurate delivery of materials to all project sites.
- Lead and mentor procurement staff while maintaining performance metrics and growth targets.
- Provide transparent and reliable procurement reports for management-level decision-making.
Key Result Areas (KRAs) & Responsibilities
1. Procurement Department Development & Strategic Initiatives Department Systems & Structure
- Build a comprehensive internal database of material prices, suppliers, and subcontractors; submit to management by August 2024.
- Develop complete procurement procedures, policies, and workflow charts; submit by August 2024.
- Establish an asset and stock serial number system; finalize by September 2024.
- Create an organized filing and documentation system (LPO files, catalogues, soft/hard copies); complete by September 2024.
Strategic Sourcing & Cost Optimization
- Conduct international sourcing to obtain competitively priced materials (e.g., PPE from China).
- Study heavily rented tools/equipment and produce a buy-vs-rent feasibility report to reduce rental expenses.
- Introduce at least three suppliers per major category including: consumables, machinery, diesel, tools, and construction materials.
- Ensure a minimum of three approved suppliers remain active per category by September 2024.
- Identify and finalize a labor accommodation option with a 500-person capacity and AED 6M budget by September 2024.
- Secure credit terms with at least two major concrete and steel suppliers by August 2024.
Supplier Relationship Development
- Conduct regular supplier meetings to strengthen commercial relationships.
- Prepare and submit a supplier meeting plan by August 2024.
2. Team Leadership & Department Performance Management
- Oversee daily tasks and performance of procurement staff.
- Set monthly and quarterly targets for procurement officers and maintain performance records.
- Ensure daily material request statuses are shared with management.
- Attend weekly site meetings to understand operational challenges and align procurement support accordingly.
3. Procurement Reporting & Audit Compliance
Ensure all mandatory weekly reports are issued every Saturday:
- Asset & Stock List Report
- Weekly LPO Issuance Report
- Weekly Pending Works Report
- Weekly Material Request Summary
- Site Expenses Analysis Report (procurement vs. approved project budgets)
Review, verify, and ensure accuracy of all submitted reports.
4. Site Materials Management
- Oversee procurement response for all site material requests and inquiries.
- Ensure accurate price comparisons, vendor negotiations, approvals, and on-site deliveries.
- Supervise PO preparation, invoice matching, delivery note verification, and documentation.
- Coordinate dispatch of store-available materials via logistics.
- Ensure a weekly pending material transactions report is issued every Thursday.
- Conduct weekly site/procurement coordination meetings and resolve operational challenges.
- Provide complete procurement support for all site teams and divisions.
5. Supplier Management & Risk Mitigation
- Ensure supplier communications, payment follow-ups, and invoice submissions are controlled and accurate.
- Monitor supplier commitments, ensuring timely deliveries.
- Negotiate in cases of delayed payments and secure continued supply.
- Maintain secondary supplier options for all key materials to mitigate supply risks.
- Improve supplier credit terms and credit limits through relationship development and performance track records.
6. Tender Support & Pricing Updates
- Oversee pre- and post-tender inquiries and material pricing.
- Support the Tendering & Contracts Department with updated market rates and supply chain insights.
- Ensure accurate procurement inputs for tender submissions.
Qualifications & SkillsExperience
- 7–12 years of procurement experience in the construction or contracting industry.
- Strong understanding of UAE supplier markets, import sourcing, and negotiation dynamics.
- Proven experience developing procurement systems and leading teams.
Education
- Bachelor’s degree in Supply Chain, Business Administration, Civil/Mechanical Engineering, or related field.
- Master’s degree is an added advantage.
Certifications
- CIPS, CPSM, or equivalent procurement certifications are preferred.
Technical Skills
- Strong ERP proficiency (SAP, Oracle, Odoo, or similar).
- Advanced Excel skills (comparisons, analytics, budgeting).
- Solid understanding of construction materials, consumables, tools, and heavy equipment.

Job Type: Full-time
Pay: AED15.00 - AED17.00 per month
