Procurement Manager
Location: Tampa, FL Onsite 4 days/ 1 remote

Some travel to sites and supplier locations as required to meet with
stakeholders. Drivers License Required.
Description:
Provide sourcing leadership and direction for strategic sourcing categories. Lead cross functional teams to drive successful project and category outcomes/results. Partner with supply chain leadership, engineering, operations, and project management teams to plan and implement competitive sourcing events and other activities to advance category strategies. Develop effective negotiation strategies and negotiate commercial terms with critical suppliers to achieve objectives. Manage risk mitigation efforts and oversee on-going supplier performance. Ensure compliance with supplier safety, risk assessments, and other supplier programs. This position is responsible for spend management of ~$50M.
Key Responsibilities:

Develop, implement, and maintain category management strategies within assigned areas (e.g., substation equipment, electrical materials, construction

services, fleet, or IT). Conduct spend and cost analyses, such as total cost of ownership and should-cost models, to create effective category strategies that maximize value.

Carry out supplier research and risk assessments and stay informed about industry trends and external factors to ensure your strategy reflects market-leading best practices.

Organize and execute complex sourcing initiatives aligned with the category strategy while providing guidance to team members. Work closely with logistics staff to put the most efficient inventory solutions into action.

Conduct market analysis and benchmarking to identify cost drivers, risks, and supplier innovations within assigned categories.

Organize and execute sourcing initiatives (RFPs/RFQs), aligned with the category strategy while providing guidance to team members.

Lead contract negotiations and ensure contracts align with business needs. Review, verify, and negotiate contract changes or extra work orders. Monitor compliance across suppliers and purchasing channels, resolve contractor claims, and enforce supplier adherence to contract terms. Prepare and communicate contract summaries and implementation plans.

Partner with internal stakeholders to forecast category demand, manage supplier performance, and ensure on-time delivery of critical materials and services. Work closely with logistics staff to put the most efficient inventory solutions into action.

Drive supplier relationship management to optimize total cost of ownership, quality, and delivery. Track supplier innovations for sourcing strategies. Set KPIs, monitor and assess supplier performance, and resolve critical disputes.
Qualifications:

Bachelor s degree in business, supply chain management, engineering, finance, or related discipline (Master s preferred).

Five years of progressive procurement or category management experience, ideally within a regulated utility, infrastructure, or energy sector.

Strong negotiation, supplier relationship management, and contract development skills.

Excellent analytical, communication, and stakeholder management skills.
Preferred Qualifications:

Demonstrated expertise in sourcing complex services, construction, or materials categories.

Knowledge of public utility procurement regulations and contract law.

ERP and eSourcing tool proficiency (SAP Ariba, Oracle, or similar).

Professional certification (CPM, CPSM, CIPS, or PMP) preferred.

Expected weekly hours: 40 (with flexibility for project milestones)

Frequently required to attend meetings in various locations, up to 20% travel; driver's license required.
