Job Purpose
The role is responsible for developing procurement strategies, managing supplier relationships, negotiating contracts, optimizing purchasing costs, and ensuring compliance with company policies and industry best practices.
Responsibilities

Develop and implement procurement strategies aligned with company objectives, project requirements, and budgetary targets.

Oversee the end-to-end procurement cycle including sourcing, tendering, bid evaluation, negotiation, purchasing, and supplier performance management.

Ensure timely procurement and delivery of construction materials, machinery, tools, MEP items, and subcontracted services to support project schedules and operational continuity.

Lead supplier sourcing activities by conducting market research, benchmarking, and vendor evaluations to identify reliable and cost-effective suppliers.

Conduct Requests for Quotations (RFQs), Requests for Proposals (RFPs), and tendering activities for projects and operational requirements.

Negotiate pricing, payment terms, delivery schedules, warranties, and contractual conditions with suppliers and subcontractors to achieve maximum commercial advantage.

Develop and maintain strong relationships with suppliers, contractors, and service providers to ensure long-term strategic partnerships and service reliability.

Monitor supplier performance based on quality, pricing, delivery, compliance, and service levels, and implement corrective actions when required.

Ensure procurement activities comply with approved budgets, company procurement policies, contractual obligations, and regulatory requirements.

Collaborate closely with Project Managers, Engineering, Finance, Contracts, and Warehouse departments to ensure procurement plans align with project execution schedules.

Review material submittals, technical specifications, and purchase requirements to ensure compliance with project and client standards.

Monitor market trends, material availability, and price fluctuations to proactively manage procurement risks and identify cost-saving opportunities.

Prepare procurement reports, cost analyses, supplier evaluations, and purchasing forecasts for management review and decision-making.

Manage and optimize inventory levels in coordination with warehouse and site teams to avoid material shortages or excess stock.

Ensure proper administration and documentation of purchase orders, contracts, supplier agreements, and procurement records.

Work closely with Legal and Contracts Departments to draft, review, and finalize procurement and subcontract agreements.

Lead initiatives for continuous improvement in procurement processes, cost control, operational efficiency, and supplier management practices.

Ensure compliance with health, safety, environmental, and quality standards throughout all procurement activities and supplier engagements.

Supervise, mentor, and evaluate procurement team members to ensure high performance, professional development, and achievement of departmental objectives.
Qualifications

Bachelor’s Degree in Business Administration, Supply Chain Management, Engineering, or related field.

Professional certifications such as CIPS, CPSM, CSCP, or PMP are preferred.

Minimum 6–10 years of relevant procurement experience within the construction or contracting industry, including at least 3 years in a managerial role.
Required Skills

Strong knowledge of construction materials, subcontracting, vendor management, and contract negotiation.

Excellent negotiation, analytical, communication, and leadership skills.

Proficiency in ERP systems, SAP, Microsoft Office, and procurement management software.

Ability to work under pressure, manage multiple projects simultaneously, and meet tight deadlines.
