We are seeking a highly experienced and dynamic Procurement Manager – Consultancies to oversee procurement activities related to mainly Consultancy Packages and oversee Structural, Enabling Works. The ideal candidate will excel in a collaborative environment involving clients, consultants, contractors, and internal stakeholders.
About the Role
This role requires strong communication, commercial, and leadership skills to effectively coordinate with contracting and consulting divisions, gather essential procurement information including RFPs, and ensure the smooth execution of procurement strategies and processes. The Category Manager will lead a team of procurement engineers and manage the full procurement activities, including sourcing, vendor evaluation, negotiations, approvals, contract finalization, and supplier performance management.
Responsibilities

Manage procurement activities for Civil categories including Consultancy Services, Structural Works, Enabling Works, Civil works / Infrastructure Packages

Develop and implement category procurement strategies aligned with project timelines and organizational objectives.

Coordinate with internal stakeholders, consultants, project teams, and contractors to obtain complete procurement requirements, specifications, BOQs, and RFP documents.

Lead the end-to-end procurement process including: RFQ/RFP preparation for Enquiry, Tender floating, Technical and commercial evaluations, Vendor shortlisting, Negotiations, Recommendation for award and Contract finalization

Ensure procurement activities comply with company policies, procedures, budgets, and project requirements.

Build and maintain strong relationships with consultants, contractors, suppliers, and service providers.

Conduct market analysis, benchmarking, and vendor performance evaluations to identify cost-saving opportunities and improve procurement efficiency.

Lead and mentor procurement engineers and buyers to ensure high performance and timely execution of procurement activities.

Coordinate with legal, finance, contracts, and project teams for approvals and contract execution.

Monitor procurement schedules and ensure timely delivery of materials and services in line with project requirements.

Prepare procurement reports, management updates, and category performance analyses.

Support management in strategic sourcing initiatives and continuous process improvements.
Qualifications

Bachelor’s degree in civil engineering or Similar Field

Minimum 12 years’ experience as Category Manager or Similar Position
