Procurement Officer (Mid-Level/Strategic Role)

The Procurement Officer plays a critical role in ensuring the uninterrupted flow of materials, goods, and services to support Gulfa’s operations and growth objectives. This role requires not only strong execution in sourcing and supplier management but also strategic alignment with inventory, compliance, and product registration requirements in the UAE.
The officer will be responsible for developing reliable supplier relationships, negotiating favorable terms, ensuring compliance with local laws, and supporting product approvals. The position also includes generating and analyzing stock aging reports, coordinating the release of 5G inventory, and ensuring all new products are properly registered with the relevant UAE authorities.
Key Responsibilities:
Strategic Procurement & Supplier Management:
  • Identify, evaluate, and qualify suppliers based on cost, quality, reliability, and compliance with UAE regulations.
  • Lead commercial negotiations for favorable pricing, terms, and service levels.
  • Establish strong supplier partnerships while mitigating supply and compliance risks.
  • Monitor supplier performance and implement corrective actions when needed.
Operational Procurement & Inventory Alignment:
  • Process purchase requisitions into accurate purchase orders.
  • Ensure timely order fulfillment and resolve delivery or quality issues.
  • Align procurement with production and warehouse needs to avoid shortages or overstocking.
  • Generate stock aging reports to highlight slow-moving/expired stock and propose corrective action.
  • Coordinate the release of 5G inventory to ensure product turnover and freshness in line with customer demand.
Regulatory Compliance & Product Registration:
  • Manage the registration of new products with the relevant UAE authorities (e.g., ESMA, Dubai Municipality, Food Control Department).
  • Stay updated on UAE laws, import/export regulations, labeling requirements, and food safety standards.
  • Maintain proper documentation and certificates of conformity for all imported or manufactured products.
  • Collaborate with QA/QC teams to ensure regulatory and product standards are consistently met.
Reporting, Compliance & Process Improvement:
  • Ensure strict adherence to internal procurement policies, financial controls, and audit requirements.
  • Maintain accurate records of contracts, approvals, and supplier documentation in ERP systems.
  • Prepare procurement and spend analysis reports to support decision-making.
  • Participate in budget planning and cost-saving initiatives.
  • Recommend process and compliance improvements to enhance efficiency and minimize regulatory risks.

Qualifications & Competencies:
Education: Bachelor’s degree in Supply Chain Management, Business Administration, Procurement, or related field. Professional certifications (CIPS, CPSM, CSCP) are an advantage.
Experience: 3–6 years of progressive procurement experience, preferably in FMCG, food & beverage, or manufacturing sectors.
Technical Skills:
  • Strong knowledge of UAE procurement laws, product registration, and compliance requirements.
  • Proficiency with ERP systems (SAP, Oracle, Microsoft Dynamics, etc.).
  • Advanced Excel and data analysis skills (stock aging, cost analysis).

  • Excellent knowledge of sourcing, vendor development, and compliance processes.
  • High level of integrity, attention to detail, and regulatory awareness.

Key Performance Indicators (KPIs):
  • Cost Savings: Achieve annual procurement savings of 5–10% through negotiation and supplier management.
  • Supplier Performance: Maintain supplier on-time delivery and quality compliance at 95%.
  • 5G Inventory Release: Ensure 100% compliance with timely release of 5G stock as per plan.
  • Product Registration: Complete new product registrations in the UAE within 30 working days of initiation.
  • Compliance: Zero audit non-conformities in procurement and regulatory documentation.
  • Process Efficiency: Achieve >98% accuracy in purchase order processing and data entry in ERP systems.
