Job Summary
The Procurement – Senior Engineer (Civil) is responsible for managing the procurement of civil construction materials, subcontract packages, and services, ensuring timely delivery, cost efficiency, quality compliance, and alignment with project requirements.
Key ResponsibilitiesProcurement Planning & Execution
- Develop and implement procurement plans in line with project schedules
- Source, evaluate, and prequalify suppliers and subcontractors for civil works
- Prepare and issue RFQs/RFPs and analyze technical and commercial bids
Technical & Commercial Evaluation
- Review drawings, specifications, and BOQs for procurement requirements
- Conduct technical and commercial evaluations of vendor and subcontractor offers
- Recommend suppliers and subcontractors based on cost, quality, and delivery
Vendor & Contract Management
- Negotiate prices, terms, and delivery schedules with suppliers
- Prepare purchase orders and subcontract agreements in coordination with contracts team
- Manage supplier performance, compliance, and relationships
Coordination & Delivery
- Coordinate with project, planning, and site teams to ensure timely material delivery
- Track procurement status and resolve supply chain issues
- Ensure materials meet approved technical specifications and quality standards
Cost Control & Reporting
- Monitor procurement budgets and cost savings
- Prepare procurement status reports and cost comparison summaries
- Support value engineering and cost optimization initiatives
Compliance & Documentation
- Ensure procurement activities comply with company policies and ethical standards
- Maintain accurate procurement records and documentation
- Ensure adherence to HSE and quality requirements
Skills Required
- Strong knowledge of civil construction materials and procurement processes
- Excellent negotiation, communication, and analytical skills
- Strong commercial awareness and cost control ability
- Proficiency in MS Office and ERP / procurement systems
- Ability to manage multiple vendors and deadlines
Education
- Bachelor’s Degree in Civil Engineering (Mandatory)
Experience
- Minimum 6–10 years of experience in civil procurement within construction projects
- UAE / GCC experience preferred
