Be part of a growing Federal Contracts office for a Woman-Owned Business.

This is an in-office position.

Salary range: $55,000 to $65,000.

Must be very organized and a good analytical thinker.

Duties include pre-award contracting functions, negotiating and awarding contracts, evaluating cost/price proposals, administering bid into RFQ systems, and ensuring compliance with relevant laws and regulations (such as the Federal Acquisition Regulation (FAR)). The employee works under the supervision of a Director, Federal Operations and performs tasks with increasing independence.

Duties and Responsibilities

Typical duties may include the following:

  • Review requests from various Federal RFQ systems requirements.
  • Develop bids/ Requests for Quotations (RFQs) responses.
  • Solicit and evaluate offers from OEM; analyze cost/price proposals, perform cost breakdowns, assess reasonableness of prices.
  • As applicable, negotiate price, delivery terms and conditions, in coordination with the RFQ.
  • Submit Sales Order slips and Purchase Orders IAW Federal Awards and internal processes.
  • Provide analysis of awards loss, as requested.
  • Provide advice and support to VMP Leadership on processes, procedures, and bidding opportunities.
  • Maintain documentation in required computer systems consistent VMP and audit requirements.

Knowledge, Skills & Abilities

  • Knowledge of contracting methods and the laws and regulations (e.g., FAR) governing federal procurement.
  • Ability to prepare and evaluate contract bidding documents and analyze cost/price data.
  • Ability to negotiate with manufacturers and shipping packers and ensure that best value to VMP is obtained.
  • Ability to monitor and administer bids and awards.
  • Good written and oral communication skills to interact with internal/external stakeholders.
  • Ability to exercise judgment and discretion within established policy and procedural bounds.

Preferred/Desirable Qualifications

  • Contracting or procurement experience in a federal environment.
  • Familiarity with federal procurement systems, and automated tools (e.g., FPDS-NG).
  • Experience with Department of Defense contracts.
  • Experience in MIL packaging specs requirements
  • Two full years, or more, of college courses.
  • Specialized experience of two years, or more, of federal experience that includes contracting functions such as solicitation, evaluation, awarding and administering contracts.
