About the Family & Social Services Administration (FSSA):
The Division of Disability and Rehabilitative Services manages the delivery of services to children and adults with intellectual and developmental disabilities and has two overarching responsibilities: to facilitate partnerships that enhance the quality of life for children and adults with physical and cognitive disabilities; and to provide them with continuous, life-long support.
The Bureau of Disabilities Services (BDS) provides services for individuals with developmental disabilities that enable them to live as independently as possible in their communities. BDS assists individuals in receiving community supports and residential services using a person-centered plan to help determine which services are needed and who can best provide them. BDS also monitors the quality of care and the facilities of those who are approved to provide these services in Indiana.
Role Overview:
The Procurement Specialist manages bureau contracts, grants, and requisitions including the oversight of scope, schedule, KPIs, and fiscal management. Key outcomes for this role include: define and monitor contract performance metrics; monitor contract expirations and initiate action with business owners; develop scope-of work documents in collaboration with team members; develop ad-hoc contractor documents such as special procurement justifications; manage contract executions and amendments according to defined internal schedules and state procurement guidelines; review invoices to ensure alignment to budgets or billing schedules/budgets; and stay abreast of current policy to address questions associated with this work. You serve as the liaison to FSSA Contracts and FSSA Finance for BDS and manages contractor system access and assists with fulfilling APRA requests, subpoenas, and other types of records requests. The ideal candidate will have a bachelor's degree in public administration, business, or similar, a master's degree is preferred. Your demonstrated understanding of contracting methodologies, data reporting and contract compliance is preferred.
Salary Statement:
The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience.
