Position Summary:

Administers informal procurement process, end to end while monitoring compliance and recommending best practices. Processes purchase requisitions, oversees the approval process and executing and maintaining purchase orders (PO) for all past, current, and future procurements.

Key Responsibilities/Duties:

  • Process informal and formal purchase orders, including reviewing and processing requisitions, executing purchase orders, sending approval orders and supporting documents to suppliers and stakeholders and maintaining files
  • Interact and collaborate with internal and external stakeholders in sourcing process; educate stakeholders on mission, value, and process of supply chain management; partner to create sourcing solutions, specific deliverables, and clear expectations
  • Provide support to internal to resolve conflicts, providing guidance on the best way to procure and assisting with troubleshooting related to system navigation in JD Edwards, Vendor Information System (VIS), and BuySpeed
  • Provide training to requesting departments to build requisitions in systems and how to launch bids in the bidding system
  • Identify and define sourcing options based on the application of the strategic sourcing process
  • Participate in effective change management and champion new supply management processes and procedures throughout the organization
  • Ensure compliance with all relevant procurement and organizational policies, procedures, and statutory requirements
  • Maintain accurate records of procurement activity and perform data extraction from multiple systems to prepare quarterly and yearly reports to analyze procurement trends and strategies
  • Deliver quarterly and variety of annual reports
  • Maintain vendor records in both JD Edwards and BuySpeed
  • Act in accordance with Port Houston core values (respect, excellence, accountability, diligence, and you)
  • Perform related duties as required

Education/Experience:

  • Bachelor’s degree in Business Administration, Economics, Finance or related major in a public or accredited private academic institution required
  • 3+ years of related experience in a similar role required
  • Certified Public Purchasing Officer preferred
  • Certified Texas Procurement Manager preferred Knowledge, Skills, Abilities and Behaviors:
  • Working knowledge of strategic sourcing processes and assigned categories of spend
  • Knowledge of procurement
  • Knowledge of Enterprise Resource Planning systems
  • Strong organizational and analytical skills
  • Strong verbal and written communication skills, including ability to listen to business partners and understand their expectations and requirements
  • Customer service focus, with ability to build relationships and foster teamwork
  • Change management and leadership skills necessary to effectively resolve conflicts
  • Ability to prepare business cases and explain and/or support the recommended course of action
  • Must possess an advanced proficiency with Microsoft Word, Excel, PowerPoint and Outlook
