The Division of Enterprise Operations (DEO) administers enterprise policies governing procurement, risk management, and continuity of operations planning; provides services to DOA and other agencies in the areas of financial management, procurement, risk management, continuity of operations planning, and the State Prosecutors Program; and facilitates opportunities for diverse businesses to sell goods and services to state agencies.

The State Bureau of Procurement (SBOP) manages statewide contracts for goods and services commonly used by agencies and UW campuses that create consistent value and improve efficiencies for the enterprise.

This position is headquartered at the Department of Administration State Office Building, 101 E. Wilson Street, Madison, WI.

Position Summary


This is an entry level, professional Procurement Specialist position within the Wisconsin Department of Administration, State Bureau of Procurement (Bureau), Enterprise Sourcing section. The section manages non-IT statewide solicitations and contracts. This position reports to the Enterprise Sourcing Section Chief. Under close, progressing to limited supervision, the position assists in developing policies and procedures for purchasing personnel for a limited number of assigned commodity areas.

The position is responsible for the development, management, and coordination of well- established statewide contracts in assigned commodity and service groupings. This position focuses on procurement and contract administration of services and commodities using the Request for Bid process. The specialist must be able to conduct and award bids; respond knowledgeably to agency requests for contract information; monitor contractor compliance and assure compliance with contract requirements.

Salary Information


The starting hourly rate for the Procurement Specialist - Entry position will be $28.00 - $34.00 per hour depending upon candidate qualifications. In addition, employees at the Entry level will receive an add-on of $1.00 per hour. This classification is assigned to pay schedule/range 07-04. A 12-month probationary period will be required for these positions. Pay for current state employees will be set in accordance with the Wisconsin Compensation Plan.

Job Details


Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

SBOP allows up to 4 days of telecommuting per week with a requirement to be in person 1 day per week in the Madison office. The employee can work with their supervisor to establish what day they will be in-person. This topic may be discussed in more detail in the interview process.

Qualifications


Minimally qualified applicants will have experience with:

  • Operating in an environment with detailed administrative policies and procedures
  • Providing customer service
  • Using decision making skills to communicate relevant updates to multiple stakeholders (internal and external)
In addition to having all the items listed above, a well-qualified applicant will have experience with 1 or more of the following:
  • Public procurement laws, administrative code, and/or public procurement policies and procedures
  • Contract development, contract management, and/or contract negotiations
  • Collecting data, compiling reports, and preparing documentation
