General Description

The Procurement Specialist II performs advanced purchasing and contract administration for complex and technical materials, equipment, and services. This position is responsible for developing specifications, issuing competitive solicitations, evaluating vendor responses, and ensuring adherence to County, State, and Federal procurement regulations. Work is performed using the Bonfire electronic procurement platform and requires strong analytical, communication, and contract-management skills.

Duties and Responsibilities

The functions listed below represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Provides guidance, training, and technical assistance to County departments on procurement procedures, specification development, and competitive bidding requirements.
  • Develops, issues, and manages informal solicitations such as Requests for Quotes (RFQs) and small purchases within delegated thresholds.
  • Conducts pre-bid and pre-proposal meetings; explains and interprets specifications, contract requirements, terms, and conditions to vendors and internal stakeholders.
  • Prepares, publishes, and administers formal competitive solicitations—including Invitations to Bid (ITBs) and Requests for Proposals (RFPs).
  • Posts, tracks, and manages solicitations and vendor communications through the Bonfire electronic procurement platform.
  • Drafts or assists in developing technical specifications, scopes of work, and evaluation criteria in collaboration with departmental staff.
  • Evaluates vendor performance, documents deficiencies, and assists in corrective actions.
  • Monitors order status, schedules deliveries, and expedites materials or services as needed.
  • Identifies/resolves shipment delays, quality concerns, and vendor performance problems.
  • Ensures procurement actions comply with applicable County policies, State statutes, Federal regulations, and audit requirements.

Minimum Qualifications:

Strong communication, negotiation, and customer-service skills.

Ability to manage multiple projects, meet deadlines, and maintain accurate documentation.

Physical Demands/Work Environment:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

The work is typically performed sitting at a desk or table or while intermittently sitting, standing, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects.

Education & Experience:

High school diploma/GED with four (4) years of progressively purchasing experience.

Note: Professional purchasing experience may be substituted with a degree on a year-for-year basis.

Preferred Certifications (not required):

Certified Professional Public Buyer (CPPB)

Texas Certified Public Purchasing Officer (TCPPO)

Certified Texas Contract Manager (CTCM)
