General Responsibility:

Serve as a Procurement Specialist II for the South Carolina Law Enforcement Division (SLED); utilizing individual discretion in performing routine and complex procurement activities within the guidelines of the South Carolina Consolidated Procurement Code and Regulations, as well as other applicable state policies and procedures.

Specific Duties:

  • Review and process agency purchasing requests for small and routine procurements, ensuring compliance with the South Carolina Consolidated Procurement Code and Regulations, as well as other applicable state and agency policies and procedures. This includes issuance of purchase orders, reviewing/processing change order requests and assisting with the resolution of vendor performance/delivery/payment issues.
  • Assist with the management of the agency Purchasing Card (P-Card) program, ensuring compliance with state and agency P-Card policies and procedures.
  • Develop and maintain good working relationships with SLED employees, outside agencies and the vendor community. Advise employees and vendors on proper procurement policies and procedures. Work closely with accounts payable, fixed asset, budget, and grant staff to ensure timely processing of purchasing requests and vendor payments. Communicate with State Fiscal Accountability Authority-Division of Procurement Services, Office of the Comptroller General, and other outside agencies on procurement related matters.
  • Assist with large and complex procurements. Assist with market research, development of specifications, issuance of solicitations, evaluation of responses, and issuance of awards for large and/or complex procurements; ensuring compliance with the South Carolina Consolidated Procurement Code and Regulations, as well as other applicable state and agency policies and procedures. Assist in the preparation of sole source and emergency procurement determinations. Assist in the reviewing and routing of agency contracts.
  • Assist with registration fees, airfare, and rental car reservations for approved agency training and travel requests.

Minimum and Additional Requirements

  • A bachelor’s degree and one (1) year of governmental purchasing experience; OR an associate’s degree and two (2) years of governmental purchasing experience; or a high school diploma and three (3) years of governmental purchasing experience.

  • Knowledge of the South Carolina Consolidated Procurement Code and Regulations.

  • Knowledge and experience using the South Carolina Enterprise Information System (SCEIS) to perform procurement related functions or the ability to learn.

  • Knowledge of South Carolina Purchasing Card (P-Card) program.

  • Experience with Microsoft Office and Adobe applications.

  • Ability to communicate effectively both verbally and via written correspondence.

  • Must be able to function in a high-volume, time sensitive environment.

  • Position may require occasional travel.
