Procurement Specialist (Oil & Gas)

Key Responsibilities

  • Execute procurement cycle: prepare RFQs/RFPs, evaluate bids, negotiate commercial and technical terms, issue POs and manage contract administration.
  • Develop and maintain vendor pre-qualification, vendor lists and conduct supplier due diligence and performance evaluations.
  • Prepare technical specifications, BOQs, procurement SOWs and liaise with engineering to clarify technical requirements and submittals.
  • Coordinate vendor expediting, inspection, FAT/SAT, delivery tracking and acceptance; manage material inspection and site handover.
  • Manage procurement activities for long‑lead items, equipment, spare parts and services (fabrication, rigging, lifting, inspection).
  • Ensure compliance with procurement policies, commercial terms, local content rules and export/import regulations; support customs clearance documentation.
  • Work with commercial/legal teams on contract terms, insurance, warranties, performance guarantees and change orders.
  • Control purchase costings, support cost-saving initiatives, supplier negotiations and supplier development.
  • Maintain procurement records, generate reports, KPIs (on-time delivery, PO cycle time, supplier performance) and support audits.
  • Liaise with finance for PO invoicing, payment reconciliation and ensure proper release of payments against contract milestones.

Required Qualifications

  • Bachelor’s degree in Supply Chain, Procurement, Business, Engineering or related field.
  • 3–6 years procurement experience in oil & gas or energy sector; GCC/Doha experience preferred.
  • Knowledge of industry standards and project procurement for oil & gas (tendering, vendor QA/QC, inspection).
  • Proficiency with ERP/procurement systems (SAP, Oracle, Ivalua) and strong Excel skills.
  • Strong negotiation, commercial awareness and stakeholder management skills.

Preferred Qualifications

  • Certifications (CIPS, CPSM) or procurement training specific to oil & gas.
  • Experience with marine/offshore procurement, heavy equipment, package procurement and long‑lead item management.
  • Familiarity with import/export, customs, local content requirements and supplier onboarding in the Middle East.
  • Arabic language skills and existing supplier network in Doha advantageous.
