Job Purpose

Procure permanent material and subcontractors’ services for the Area operations in a timely and cost-effective manner, and in alignment with set policies and procedures.


Job Duties

Procurement & Supply Chain Activities

  • Implement the Area strategy for procurement and subcontracting as defined and approved by Management while following and enforcing the company's policies and procedures.
  • Coordinate procurement/subcontract activities for permanent material in the Area with concerned internal and external stakeholders.
  • Review assigned requests for the purchase of material, equipment, services, and supplies ensuring they are compliant with set policies and procedures.
  • Prepare technical and commercial information and documents to obtain relevant quotations.
  • Participate in the research and prequalification of suppliers, vendors, and subcontractors, ensuring they respond to selection criteria set by the company.
  • Prepare the vendors short-list, receive quotations, develop relevant analysis, spreadsheets, and documents to compare received offers, and make appropriate recommendations accordingly.
  • Interview supplier representatives regarding specifications, costs, etc. of assigned packages and participate in the negotiation of price and payment terms with final subcontractors, suppliers, and vendors.
  • Prepare Purchase Agreements as per approved submittals and ensure Purchase Orders are issued in a timely and effective manner.
  • Follow up with suppliers on the delivery of placed orders, ensuring it is done in a timely manner and as per agreed terms.
  • Administer contracts for assigned packages in coordination with the Finance Department ensuring compliance with set regulations and procedures.
  • Coordinate with site operations to resolve issues impacting the quality and completeness of the package; promptly take corrective actions by agreeing on and monitoring recovery plans with concerned parties.
  • Maintain the company’s database including qualified suppliers, vendors, and subcontractors.
  • Develop and maintain appropriate documentation relating to bids requirements, evaluations, award recommendations and post award contract management activities and records.
  • Conduct the periodic assessment of suppliers, vendors, and subcontractors, regarding the quality, cost, delivery, service, and update the company database accordingly.
  • Develop consolidated records of purchased items, including their quality and price, for future reference and capture relevant information on the ERP system.
  • Assist the team in all matters relating to permanent material purchasing and logistics.
  • Contribute to the development and institutionalisation of C.A.T.’s procurement, supply chain and logistics know-how, controls, and capabilities.
  • Research and recommend opportunities for cost reduction and quality improvements while ensuring compliance with technical and business requirements.
  • Assist in reporting on procurement and supply chain activities to keep Management informed.

Carry out other similar duties that can be defined within the broad functional job and functional responsibilities outlined above and as instructed by the immediate manager.


Qualifications

  • Bachelor’s Degree in Engineering (Any Discipline)
  • Minimum 7 years’ experience in Procurement/Supply Chain management
  • Strong knowledge of construction material and equipment (technical and commercial)
  • Excellent command of English and Arabic is a plus.
  • Must have proven work experience with ADNOC.
  • Excellent computer skills
