Procurement Team Lead Engineer
Job Summary
UCC KSA is seeking a highly motivated and experienced Procurement Team Lead Engineer to lead procurement operations and support the successful execution of major construction and infrastructure projects. The successful candidate will be responsible for managing the procurement team, developing sourcing strategies, negotiating with suppliers, and ensuring the timely and cost-effective acquisition of materials, equipment, and services while maintaining quality and compliance standards.
Key Responsibilities

Lead, mentor, and manage the procurement team to ensure effective execution of procurement activities and achievement of departmental objectives.

Develop and implement procurement strategies aligned with project requirements, budgets, and schedules.

Manage the full procurement lifecycle, including sourcing, supplier prequalification, RFQs/RFPs, bid evaluations, negotiations, purchase orders, and contract administration.

Coordinate with Engineering, Planning, Commercial, Cost Control, and Project Management teams to ensure timely procurement and delivery of materials and services.

Conduct commercial and technical evaluations of suppliers, vendors, and subcontractors.

Negotiate pricing, payment terms, delivery schedules, warranties, and contractual conditions to achieve the best commercial outcomes.

Identify, evaluate, and onboard new suppliers while maintaining strong relationships with strategic vendors.

Monitor supplier performance and ensure compliance with quality, delivery, and contractual requirements.

Analyze market trends, material availability, and pricing fluctuations to support procurement planning and risk management.

Support tendering and bidding activities through supplier sourcing, quotation analysis, and commercial evaluations.

Review and approve purchase requisitions, purchase orders, and procurement documentation in accordance with company policies.

Ensure compliance with procurement procedures, contractual obligations, and applicable regulations.

Prepare procurement reports, KPIs, cost-saving initiatives, and performance analyses for management review.

Drive continuous improvement initiatives to enhance procurement efficiency and operational performance.

Identify and mitigate procurement and supply chain risks that may impact project delivery.

Maintain accurate procurement records and ensure proper documentation throughout the procurement process.
Qualifications

Bachelor's degree in civil engineering

Minimum 8–12 years of experience in procurement within Construction projects.

Proven experience in leading procurement teams and managing large-scale procurement activities.

Strong knowledge of procurement processes, contract management, and supply chain operations.

Excellent negotiation, communication, and stakeholder management skills.

Strong analytical, problem-solving, and decision-making abilities.

Experience in supplier sourcing, vendor management, and commercial evaluations.

Proficiency in ERP systems and procurement software.

Ability to work effectively in a fast-paced, project-driven environment.

Experience in the Saudi Arabian market is highly preferred.

Professional certifications such as CIPS or equivalent are considered an advantage.
