What is this career opportunity?
Our State Procurement Services Division is looking for an experienced and people-focused manager to lead, develop, and mentor four contract officers. This team applies their expertise to complex procurement processes in support of all state agencies. Duties of this team include facilitating successful requests for proposals, invitations for bid, and requests for information procurement processes in accordance with state law and policy. In addition, this management position collaborates with other procurement leaders within the division to identify strategic sourcing solutions, leverage cooperative purchasing opportunities, and facilitate IT procurement processes.

This is an exciting time to join the division, as the State is in the process of an enterprise-wide effort to centralize the procurement function which will bring efficiencies and an enhanced service model while providing opportunities for procurement professionals to develop their skills and expertise as part of a larger team.

What are we looking for?

Education and Experience:
  • A bachelor’s degree in business, public administration, or related field; AND
  • Demonstrated leadership and managerial ability. OR
  • Alternate combinations of education and experience will be considered on a case-by-case basis.
Competencies:
  • Deliver outstanding customer service
  • Prioritize staff workload and juggle multiple projects and deadlines
  • Provide leadership, vision, encouragement, and expectations for staff
  • Communicate, develop, and maintain positive working relationships with all stakeholders
  • Effectively collaborate in a team environment

  • Ability to communicate technical information effectively orally and in writing with both highly technical and non-technical people at all levels
  • Strong analytical and problem-solving abilities
  • A working knowledge of and experience with project management principles, practices, and techniques
  • A working knowledge of and experience with service management tools such as ServiceNow
  • Able to learn about procurement and the processes performed within the Division
