The State of New Hampshire, Department of Safety, Division of Administration, Procurement Unit has a full-time vacancy for Procurement Unit Manager. This position is not eligible for remote work.


SUMMARY: Supervises personnel and manages the Procurement Unit within the Financial Management and Planning Bureau (FMPB), ensuring efficient oversight and execution of procurement processes. Oversees vendor contract administration, facilitates the review and approval of items by the Governor, Council, and Fiscal Committee, and ensures all activities are conducted in strict accordance with state regulations, rules and guidelines.


YOUR EXPERIENCE COUNTS : Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.


MINIMUM QUALIFICATIONS:

Education/Experience:

Bachelor's degree and 2 years of experience OR equivalent combination of 6 years of education and experience after completion of high school. Education and experience must be in accounting, business administration, public administration, procurement, contract administration, or related field.


License/Certification:

Valid driver’s license or access to transportation


Other Requirements:

Must pass a fingerprint based criminal background check and motor vehicle record check


Trainee Option:

Candidates with an equivalent combination of 5+ years of relevant education and experience after completion of high school may be considered and hired in 'trainee status' for this position.


RESPONSIBILITIES:

Oversees procurement activities by conducting comprehensive multi-parameter evaluations of commodities and services, managing bidding processes, drafting detailed specifications, and preparing comprehensive solicitation documents. Utilizes analytical skills to assess costs, develop strategic negotiations, and identify opportunities for cost savings and efficiencies. Ensures all procurement actions comply with applicable regulatory and procedural standards. Negotiates, renegotiates, and administers contracts with suppliers, vendors, and other partners to secure favorable terms, foster strong relationships, and support organizational goals.


Coordinates with Bureau personnel, Division Directors, Program Managers, and external stakeholders to facilitate efficient responses to Governor & Council and Fiscal Committee requests. Operates independently within established parameters, exercising sound judgment in a complex state procurement environment.

Supervises Unit staff, providing training and leveraging broad skill sets to ensure accuracy, compliance, and efficiency with procurement processes. Conducts performance evaluations, identifies development needs, and fosters continuous improvement. Makes personnel decisions independently, addressing personnel issues in alignment with personnel rules and organizational goals.

Researches, analyzes, and prepares comprehensive documentation for submissions, utilizing analytical skills and critical thinking to ensure accuracy, compliance, and alignment with regulatory requirements. Effectively prioritizes tasks to meet deadlines and support timely decision-making. Supports subordinate personnel in executing procurement functions.


Coordinates multiple agenda items, results, and approvals within state purchasing and expenditure procedures and frameworks. Maintains clear, persuasive communication with requestors and stakeholders to clarify requirements, facilitate consensus, and uphold high standards of accuracy and quality through periodic audits and reviews.


Develops detailed contractual and financial reports, synthesizing data and regulatory information. Investigates and resolves discrepancies related to expenditures, encumbrances, and vendor issues through independent analysis and stakeholder engagement with external vendors and internal departments.


Prepares contractual and procurement documentation for verification by senior leadership, integrating legal and regulatory research. Utilizes independent judgment and problem-solving skills to gather supporting information, ensuring documents align with strategic goals and compliance standards.


Updates training materials and resources related to Fiscal Committee and Governor & Council processes, demonstrating an advanced understanding of thresholds, best practices, and procedural nuances. Supports department leadership and staff in navigating complex approval processes.


Develops and reviews Request for Proposal (RFP) processes and contract compliance, managing multi-faceted data sets to identify trends, ensuring contractual and financial responsibilities are documented and reconciled, and addressing issues using independent judgment.


Provides guidance, training, and oversight for division liaisons on state purchasing contracts and P-Card processes, ensuring documentation, procurement methods, and approvals are managed accurately within a dynamic environment
